Summary

You will serve as a Human Resources Specialist (Classification & Recruitment/Placement) for the Small Business Administration (SBA), Office of Disaster Assistance (ODA), Office of Disaster Personnel - ODP in Herndon, Virginia. This position provides a full range of classification, staffing and recruitment & placement activities for a wide range of positions in the competitive and excepted service with various work schedules.

Responsibilities

As a Human Resources Specialist (Classification & Recruitment/Placement) at the GS-0201-12/13, some of your typical work assignments may include:
  • Apply classification standards to develop and revise position descriptions (PDs).
  • Determine appropriate title, series and grade for positions and conduct desk audits and fact-finding interviews as necessary.
  • Write evaluation statements as needed and determine FLSA exemption status for each position.
  • Perform job analyses and develop assessment tools in conjunction with supervisors or subject matter experts (SMEs).
  • Prepare and review vacancy announcements for positions advertised under both Delegated Examining (DE) and Merit Promotion (MP) and enter them into the USA Staffing automated application system.
  • Rate and/or rank applicants based on resumes and other information provided and issue DE and MP certificates for eligible to selecting officials.
  • Respond to complaints and inquiries regarding the application and rating process from various stakeholders.
  • Complete/Code Request for Personnel Action (SF52s) for various types of actions such as accessions, promotions, reassignments, etc.
  • Advise management on classification matters and recruitment and placement activities and strategies to meet their needs and objectives.
IMPORTANT NOTES:
  • **This is a Cadre position, which is a competitive service status position with a full-time seasonal work schedule. Seasonal employment means annually recurring periods of work of less than 12 months each year. Seasonal employees are permanent employees who are periodically placed in non-duty/non-pay status and later recalled to duty in accordance with pre-established conditions of employment. Seasonal employees are eligible for the same benefits offered to full-time employees. If interested in and selected for a Seasonal position, an employment agreement detailing the terms, conditions and expectations of work will be executed between the agency and the employee prior to the employee's first day on duty.
  • Mandatory Overtime: In order to respond quickly and efficiently to disaster survivors, substantial compensated overtime hours may be required during heightened disaster activity.

Conditions of Employment

Qualifications

Generally, time in Non-Pay status is not creditable towards the specialized experience requirement listed below.
Federal status applicants must meet both Time-In-Grade AND experience requirements by the closing date of this announcement. However, if you have separated from the Federal Government for at least 52 weeks, you are not subject to the Time-in-Grade requirement.

Time-In-Grade Requirement:
GS-12: Must have held grade GS-11 for 52 weeks
GS-13: Must have held grade GS-12 for 52 weeks


Experience:
To receive credit, you must indicate the month and year as well as the average hours worked per week for each employer. Average work hours must be stated on the resume to quantify each period of work experience or that experience will not be credited toward meeting the specialized experience requirement.
You must address the specific specialized experience required for each grade level of this position on your resume or application or you will be rated "Ineligible" for that grade level.GS-12: To qualify you must have at least 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-11 level in the Federal service that has equipped you with the particular knowledge, skill, and ability to perform successfully in this position. This experience may have been gained in a Non-Federal service position. In addition, this Specialized Experience must demonstrate the following:
  • Applying classification principles and standards on a regular basis to classify civil service positions for a Federal agency with correct duties, title/series, and grade level;
  • Preparing vacancy announcements and filling positions for a Federal agency in accordance with applicable regulations and policies on a regular basis;
  • Determining if applicants meet the qualification requirements for Federal civil service positions;
  • Preparing or reviewing a wide variety of personnel actions for Federal civil service positions, such as accessions, promotions, reassignments, etc. to ensure accuracy of information and compliance with applicable regulations and guidelines; and
  • Providing consultative and advisory services to supervisors/managers on issues related to classification or recruitment & placement.
GS-13: To qualify you must have at least 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-12 level in the Federal service that has equipped you with the particular knowledge, skill, and ability to perform successfully in this position. This experience may have been gained in a Non-Federal service position. In addition, this Specialized Experience must demonstrate the following:
