You will serve as the Director, Program Management in the Policy, Plans and Requirements (PPR) Directorate of the White House Military Office (WHMO), Naval Facilities Engineering Command Washington.

  • You will lead and integrate national-level programs; frequently interact with senior White House Administration staff and senior leadership of the Office of the Secretary of Defense and other federal, state, and local departments and agencies.
  • You will integrate and synthesize operational requirements, program and project management, risk management, security, and performance measurement for executive-level decision support.
  • You will serve as a resident expert in facility lifecycle and configuration management, and maintain a strong working knowledge of critical facility infrastructure capabilities, logistics, and requirements.
  • You will apply a strong working knowledge of DoD planning, programming, budgeting, and acquisition processes, as well as the Legislative processes for Appropriations and Authorization.
  • You will direct/oversee the work of subordinate supervisors and staff at the GS-14 and joint Service military officer O-5 levels.
  • You will provide oversight, guidance, training, planning, and coordination to internal and external subordinate staff on program and project management.
  • You will lead/serve in various capacities and roles outside his/her normal duties in support of the mission, including: serves as Acting Deputy Director, PPR and Acting Director, PPR in their absence.
  • You will serve as a program executive on technically complex programs, projects and operations.
  • You will supervise/lead inter-agency working groups with divergent technical, security and acquisition requirements towards accomplishment of coordinated goals and objectives.
  • You will apply knowledge of lifecycle/configuration management, acquisition and operations, strong working knowledge of critical infrastructure, logistics, chemical, biological, radiation, and nuclear, maintenance, and construction.
  • You will participate in emergency response to national crises; performs other management, general/administrative, or special duties, as directed.
  • You will communicate effectively, orally and in writing, on technical and non-technical subjects with senior-level government and private sector officials under highly stressful circumstances.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field - Facilities Engineering - Level III. Certification is required within 24 months of appointment.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • Incumbent shall obtain and maintain a Top Secret security clearance based upon a Single Scope Background Investigation (SSBI) and be eligible for access to Sensitive Compartmented Information (SCI).
  • This position may require travel, 25% of the time or less, from normal duty station. You must be able to travel on military and commercial aircraft.
  • Prior to reporting for duty, the incumbent must be granted ?and maintain? a current Top Secret security clearance based upon a Single Scope Background Investigation (SSBI), and be favorably adjudicated for access to SCI.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.


Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties including: 1) Program Management, leadership and development skill, as well as delivering products/services; 2) Facilitating common business practices ensuring peak performance, reporting and conformance in delivering products and services; 3) Utilizing advanced scheduling techniques in dealing with major planning, design and construction projects that include facilities management processes, repair, engineering design, construction and contract oversight; 4) Realigning resources for best effect, and updating policies and procedures to comply with regulations and organization priorities; 5) Applying engineering theories, principles, concepts, standards and methods to provide direction, control, technical leadership, management and coordination of all facets and functions of major programs and/or products; 6) Balancing resources, and ensuring processes optimally incorporate business functions to improve the quality and consistency of delivered product/services; 7) Evaluating operating procedures to identify areas that will improve productivity, cost effectiveness, and return on investment to meet expectations, are affordable, and comply with principle of funds fidelity; and 8) Identifying and analyzing highly complex issues to develop solutions.

  • This is a National Security Position. Incumbent shall obtain and maintain a current Top Secret (TS) security clearance based upon a T5 Background Investigation and be eligible for access to TS/Sensitive Compartmented Information (SCI).
