Summary

The Attorney Advisor for OVT is responsible for developing and implementing programs to achieve OVT's goals of (1) supporting U.S. victims of terrorism overseas by helping them navigate foreign criminal justice systems; and (2) advocating for their voices to be heard globally. The Attorney Advisor serves as a liaison to other government offices in the Justice Department, State Department, and other governmental agencies involved in investigation and prosecution of international terrorism.

Responsibilities

The duties and responsibilities for a 0905 Attorney Advisor generally include, but are not limited to, the following:
  • Providing information to victims about foreign criminal justice systems, victims' rights in those systems (if any), and specific case notifications. OVT provides information through personal meetings, phone calls, emails, letters and password protected websites (in cases with larger numbers of victims);
  • Support in participating in foreign criminal justice proceedings. Through the Criminal Justice Participation Assistance Fund (CJPAF), OVT can pay for some victims' expenses associated with participating in foreign systems, including travel expenses to attend court in foreign countries;
  • Support in being heard. OVT advocates for the voices of all terrorism victims, including U.S. citizen victims, to be heard in overseas criminal justice proceedings. CJPAF funds the costs of submitting victim impact statements in foreign proceedings, where possible, particularly when victims are unable to appear in person.

Conditions of Employment

  • You must be a United States Citizen or National.
  • Must complete a Background Investigation to include drug testing, and be able to qualify for the highest and most sensitive security clearances.
  • May require completion of two year trial period.
  • Selective Service registration is required for males born on, or after, December 31st 1959. Those not registered should have an approved exemption on file.
  • Candidates selected for an attorney position with NSD are expected to make a three-year commitment.
  • Periodic domestic travel will be required.


Qualifications

Required Qualifications: Applicants must possess the following:
  • J.D. degree;
  • Be duly licensed and authorized to practice as an attorney under the laws of a State, Territory, or the District of Columbia; and
  • Have at least 4-5 years of post J.D. professional experience.
Applicants must also have superior academic credentials, writing and analytic skills, and excellent interpersonal skills.

OVT seeks candidates with criminal trial experience in victim cases, international or rule of law experience, policy development, and computer and internet skills.

Suitability and Citizenship: It is the policy of the Department to achieve a drug-free workplace and persons selected for employment will be required to pass a drug test which screens for illegal drug use prior to final appointment. Employment is also contingent upon the completion and satisfactory adjudication of a background investigation. Candidates must have lived in the United States for at least three of the past five years. The three-year period is cumulative, not necessarily consecutive. Federal or military employees, or dependents of federal or military employees serving overseas, are excepted from this requirement. This is a Department security requirement which is waived only for extreme circumstances and handled on a case-by-case basis.

Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications. Therefore, provide only the attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education .

You will be evaluated for this job based on how well you meet the qualifications above.

Salary and grade level determinations are made based on the number of years of qualifying experience and current salary level. The salary range for GS-15: $144,128 - $172,500 (per annum).

Veterans: There is no formal rating system for applying veterans' preference to attorney appointments in the excepted service; however, the Department of Justice considers veterans' preference eligibility as a positive factor in attorney hiring. Applicants eligible for veterans' preference must include that information in their cover letter or resume and attach supporting documentation (e.g., the DD 214, Certificate of Release or Discharge from Active Duty and other supporting documentation) to their submissions.
