Summary

This position is located in the DFC's Office of Financial & Portfolio Management, Financial Management Division. As a Systems Accountant you will plan and perform a number of concurrent and complex financial systems planning, design and development activities for a multifaceted system that encompasses operating accounting functions, portfolio management, and DFC treasury securities investments.

Responsibilities

- Assists with the design of DFC's system of accounts (or modifications thereto) to conform with the U.S. Standard General Ledger (USSGL) to allow for proper account recording and reconciliation at all appropriate levels in accordance with the Treasury Financial Manual as well as GTAS/DATA Act requirements.

- Implements and maintains Oracle E-Business Suite configurations which include but are not limited to accounting segment values, financial statement updates, cross validation rules, approval hierarchies, loan product types and sub-ledger accounting rules. Incumbent also implements and maintains general ledger, accounts payable, purchasing, loans and fixed asset configuration options as needs change according to new business practices.

- Participates in the implementation and maintenance of financial system interfaces (e.g. E2 travel system, Salesforce, Invoice Payment Platform (IPP), Oracle Budget System and other data reporting mechanisms such as the data warehouse).

- Participates in evaluating and testing all upgrades and critical patches (CPU patches) to the Oracle E-Business Suite from a functional accounting perspective and preparing training documentation and training the users on new features.

- Performs other special projects and report creation as requested by supervisor related to accounting and audit requirements as needed.

Qualifications

Applicants must meet all eligibility and qualification requirements no later than 30 days after the closing date of this announcement.

BASIC REQUIREMENT
A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing")

OR

B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;

2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or

3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g.., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g.., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

ADDITIONAL REQUIREMENTS - SPECIALIZED EXPERIENCE
In addition to the Basic Requirement listed above, you must meet the required specialized experience below.

You may qualify at the GS-14 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-13 grade level in the Federal service that demonstrates your:

1. Experience implementing financial software such as Oracle applications, SAP, or Momentum, etc.
2. Experience planning, designing and performing configurations for financial systems to conform with the U.S. Standard General Ledger (USSGL) to allow for proper account recording and reconciliation in accordance with Statements of Federal Financial Accounting Standards (SFFAS).
3. Experience performing reconciliations within and across sub-ledgers and with General Ledger as well as between the financial system and other systems that interface to it ensure data is accurate and systems remain in sync.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
