Summary

About the Position: The incumbent provides mission essential expertise serving as the Chief of the Healthcare Risk Management (HRM) Program within the Clinical Quality Management Branch. The Physician will conduct overarching planning and provides direct management and oversight of all HRM activities in the Military Health System (MHS).

Responsibilities

  • Recommends Healthcare Risk Management Program policy, manages policy implementation, and directs program management activities and functions to ensure consistency of business processes.
  • Ensures Healthcare Risk Management policies, procedures, and processes are established and maintained to continue accreditation with agencies in accordance with laws and regulations.
  • Determines Healthcare Risk Management program emphasis and monitoring operating guidelines and understands and communicates agency policies and priorities throughout the organization.
  • Assigns work to subordinates based on priorities with consideration of the difficulty and requirements of assignments and the capabilities of employees.
  • Identifies developmental and training needs of employees, providing or arranging for needed development and training.
  • Develops methodologies to improve production or increase the quality of the work directed.
  • Conducts appropriate research, review, and analysis on unforeseen, highly complex issues related to malpractice claims, administrative and adverse actions.
  • Develops and facilitates the implementation of efficacious, innovative healthcare risk management practices across the military health system.
  • Initiates, provides advisory input, and/or leads identified healthcare risk management initiatives as a result of the National Defense Authorization Act (NDAA).
  • Collaborates with the interdisciplinary teams to ensure synergy of effort and positive teamwork and team building strategies.
  • Establishes positive professional relationships with those individuals and offices that provide nationally recognized input in the formulation of health care policy regarding healthcare risk management.
  • Completes work through extensive negotiation and collaboration with the Services and agency governance bodies.

In order to qualify, you must meet the education and experience requirements described below. Basic Requirements

A. DEGREE : You must have a Doctor of Medicine, Doctor of Osteopathic Medicine or equivalent from a school in the United States or Canada. This degree must have been accredited by the Council on Medical Education of the American Medical Association (external link) ; Association of American Medical Colleges (external link) ; Liaison Committee on Medical Education (external link) ; Commission on Osteopathic College Accreditation of the American Osteopathic Association (external link) , or an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained.

OR

B. Degree from Foreign Medical School: A Doctor of Medicine or equivalent degree from a foreign medical school must provide education and medical knowledge equivalent to accredited schools in the United States. Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates (external link) , a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country, or successful completion of the U.S. Medical Licensing Examination.
NOTE: You must provide a copy of your Doctor of Medicine transcripts (unofficial), foreign equivalency, or ECFMG results with your application to document that you have met the education requirement. Failure to do so will result in you being rated ineligible for this position. Your transcripts must show completion/conferred date. Unofficial transcripts will be accepted in the application package. Official transcripts will be required prior to your starting work.

AND

LICENSURE: For all grade levels and positions, applicants must possess a current, active, full, and unrestricted license or registration as a Physician from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. You must provide a copy of your medical license with your application. Failure to do so will result in you being rated ineligible for this position. AND
GRADUATE TRAINING: Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathic Medicine degree, a candidate must have had at least 1 year of supervised experience providing direct service in a clinical setting, i.e., a 1-year internship or the first year of a residency program in a hospital or an institution accredited for such training. For purposes of this standard, graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada. Descriptions of such programs are described below.
An internship program involves broadly based clinical practice in which physicians acquire experience in treating a variety of medical problems under supervision (e.g., internal medicine, surgery, general practice, obstetrics-gynecology, and pediatrics). Such programs are in hospitals or other institutions accredited for internship training by a recognized body of the Accreditation Council for Graduate Medical Education (ACGME) (external link) .
A residency program involves training in a specialized field of medicine in a hospital or an institution accredited for training in the specialty by a recognized body of the American Medical Association (external link) , (AMA) or Accreditation Council for Graduate Medical Education (ACGME) (external link) .
A fellowship program involves advanced training (beyond residency training) in a given medical specialty in either a clinical or research setting in a hospital or an institution accredited in the United States for such training.

ADDITIONAL TRAINING/QUALIFICATIONS:
Additional requirements for GS/P-15 --5 years of graduate training in the specialty of the position to be filled or equivalent experience and training in regulatory science and/or medical research. Please be sure to clearly define the number of years using month and year in additional to describing duties performed during that time period.

In addition to the above requirements, applicants must meet the following requirement:

Specialized Experience: One year of specialized experience which includes: Managing Healthcare Risk Management activities at the headquarters level to include developing and implementing policy to administer program solutions; Creating and sustaining relationships through the use of written and oral communication to accomplish program initiatives; and Leading and/or supervising employees with assignment workload and ensuring training and developmental needs are met. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS/P-14).
