Summary

This position is located in the U.S. Department of the Treasury, Office of the Assistant Secretary for Management (ASM), Office of CARES Operations (OCO), Data. The OCO was established in response to the Coronavirus Aid, Relief, and Economic Security (CARES) Act, which provides financial assistance to individuals and businesses.

Responsibilities

As a Grants Management Specialist (Senior Grants Management Specialist), you will:
- Define and ensure all financial assistance data requirements are met to deliver reporting required by the CARES Act and to meet financial assistance regulatory requirements, including the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards, where applicable, Office of Management and Budget regarding the Federal Credit Reform Act, and the OMB Circular A-123.
- Manage large programs for conducting financial reviews of financial assistance operations, coordinating with Treasury management, providing limited assigning, and mentoring of junior office staff as a team lead, conducting reviews, analyzing findings, and/or implementing new systems.
- Oversee grants management activity and coordination with multiple offices, contractors, and outside stakeholders. The position provides training, technical assistance, oversight, advice, expertise, and consultation to program officials, awardees, review panels, applicants, recipients, and subrecipients as needed.
- Plan and manage grant and/or financial assistance programs and processes that encompass difficult and diverse functions or issues that affect critical aspects of major agency programs.
- Work with leadership and subordinates, providing careful stewardship of government funds to prevent waste, fraud, and abuse in programs.

Qualifications

You must meet the following requirements by the closing date of this announcement.
Specialized experience for the GS-15: For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes:
- Directing data and reporting strategies for a financial assistance or grant program that issues direct payments, awards, loans, and securities nationwide. AND
- Creating and maintaining systems for identifying, collecting, analyzing and reporting financial assistance award data to ensure compliance, oversight, risk, performance and coordination. AND
- Preparing and delivering presentations concerning laws, regulations and/or policies to financial institutions, oversight bodies, governmental entities and trade associations.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
- Must successfully complete a background investigation.
