Responsibilities

The incumbent serves as the Budget Officer for the Office of Inspector General, providing leadership and direction to the Budget Division of OMP and is responsible for planning, organizing and carrying out all budget activities for OIG.
  • Directs the formulation, presentation, and execution of the multi-million-dollar budget of the Office of Inspector General. The OIG budget, currently approximately $500 million (when including Medicaid Fraud Control Unit grants), is uniquely complex with multiple funding streams each with specific requirements.
  • Directs and carries out all agency budgetary processes. Negotiates with staff of the HHS Office of the Secretary, other OPDIV budget offices, other Executive Branch budget offices, Congressional Appropriations Committees, and OMB with respect to OIG funding, FTEs, financial management and related administrative matters. Represents the Office of Inspector General in meetings with high-level officials from HHS, other agencies, Congressional staff and members of external organizations for the purpose of providing or obtaining information regarding policy or program initiatives or providing expert advice on budget or planning matters related to program improvement.
  • Coordinates the formulation of the OIG congressional budget for submission to the Department. Directs the review and analysis of future financial requirements and determines or makes recommendations for resources when new programs, activities or priority projects must be funded. Coordinates the preparation of proposals, briefings materials, and workload statistics, for use by the Inspector General, Principal Deputy Inspector General or Deputy Inspector General for Management and Policy and other OIG executives in presenting the request for funding.
  • Directs the development of the performance information pertinent to Government Performance and Results Act (GPRA) and the GRPRA Modernization Act (GPRAMA) and ensures the integration of performance information into budget documents.
  • Exercises supervisory responsibilities over staff members, determining assignments, setting priorities, evaluating employee performance, recommending appropriate awards and incentives, resolving employee complaints, initiating corrective actions, evaluating training needs and counseling employees regarding their benefits, salaries, and status of Federal employees. Provides counsel to subordinates on unusual and difficult problems encountered during the course of assignments.

To qualify at the GS-15 grade level:

Applicants must have 1 year of specialized experience equivalent to the next lower grade level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Specialized experience is defined as demonstrated experience (1) providing oversight of a budget program as well as reviewing, analyzing, revising, and recommending approval, disapproval, or modification of budget requests and justifications; (2) analyzing, combining, and consolidating budget estimates into a budget document that reflects the balanced, multi-year funding needs of the agency or organization; (3) managing the formulation, justification, and execution of the budget for a major agency component; (4) serving as the technical authority on budget formulation and execution; AND (5) synthesizing the budgetary work of program managers, subject matter experts and staff officials.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Your resume should include the dates of all qualifying experience (from month/year to month/year) and the number of hours worked/volunteered per week.
