Summary

This position is located in the Headache Center of Excellence (HCOE), of the McGuire Veterans Health Administration Medical Center (VAMC), Richmond, Virginia in Neurology Service. The Administrative Officer is responsible for daily duties including knowledge of computer systems, collecting data, generating reports and presenting tables, graphs, etc., on service line goals and objective attainment, and progress made towards performance improvement initiatives.

Responsibilities

Performs assigned duties in a manner that promotes quality health care, outstanding customer service, and the maintenance of an environment committed to serving the veteran.

Contributes to team initiatives and continuously strives to improve the effectiveness of the teams to which assigned.

Provides administrative support for the HCOE, preparation of data and reports including interpreting administrative policies, developing, or implementing local policies, defining administrative requirements, and/or providing advice to management on requirements and related issues.

Performs administrative management requirements with numerous functions; applies new policies, maintains administrative systems, and prepares administrative paperwork; assists HCOE in disseminating information and general improvement of communication throughout all organizational elements within the Service Line, and between other services and Service Lines throughout the entire Medical Center.

Serves as a responsible official for the Service Line for patient clinic management including but not limited to computerized clinic set up, monitoring of encounter form completion, monitoring consult management process at a service level through periodic reviews in coordination with Health Administration Service (HAS) and clinic utilization review.

Administers internal review, quality, and productivity initiatives relevant to the service and organization.

Facilitates/coordinates the administration of reporting and evaluation requirements associated with applicable aspects of the external review and accreditation process. Incumbent fully participates in performing short and long-range resource planning and management and follows established procedures to meet applicable accreditation standards.

Maintains Human Resource (HR) records for HCOE to ensure that all essential elements are included in the employee's service folder.

Administratively responsible for HR management functions including recruitment, initiating classification, staffing, employee relations, the performance appraisal process, employee awards, pay/leave administration, training, travel, EEO programs, worker's compensation, and performing necessary research related to human resource management.

Ensures training and orientation are completed for all employees. Provides ongoing informal training and assistance to new and incumbent personnel regarding office policies and procedures.

Coordinates dissemination of information regarding health benefits, thrift savings plan, life insurance, retirement, and other employee benefits.

Recommends personnel actions, in writing, for the employee to recognize outstanding performance using knowledge of incentive award submission procedures, knowledge of the performance appraisal system, and written communications skills.

Assist in the developing an annual budget, preparing projections based on past expenditure, workload, knowledge of service requirements and future goals.

Delegated authority to act as either control point official or alternate for any control points assigned to the HCOE and any other programs requiring certification of services rendered before funds are disbursed. Serve as the timekeeper in certifying employee annual leave, sick leave, authorized absences, etc.

Prepares and reviews purchase orders for supplies and non-expendable property such as specialized equipment necessary to the effective functioning of the organization.

The Contracting Officer (CO) must delegate authority to the COR through an official delegation of authority letter which outlines the responsibilities and duties of the COR.

The COR is responsible for completing the training for FAC-COR certification, VHA supplemental training, and any additional training based on the complexity of the contracts they administer.

Performs other related duties as assigned.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience with timekeeping, developing an annual budget, preparing projections based on past expenditure, preparation of data and reports, preparing procurement requests, interpreting administrative policies, developing, or implementing local policies, defining administrative requirements, computerized clinic set up, monitoring of encounter, HR related processes and actions (e.g. recruitment, initiating classification, staffing, employee relations, the performance appraisal process, employee awards, pay/leave administration, training, travel, benefits, thrift savings plan, life insurance, retirement, and other employee benefits.) record keeping, invoice certification, training documents and Contracting Officer Representative (COR) duties.

Example: The position to be filled is a Administrative Officer, GS-341-9. An applicant has 6 months of specialized experience equivalent to GS-7 and 1 year of graduate level education. The applicant meets 50 percent of the required experience but none of the required education, since he or she does not have any graduate study beyond that which is required for GS-7. Therefore, the applicant meets only 50 percent of the total requirement and is not qualified for the position. (The applicant's first year of graduate study is not qualifying for GS-9.) Physical Requirements: The work is primarily sedentary. Occasionally, the incumbent may be required to assist in moving portable tables, chairs, or audio-visual equipment for use by the Service.
