Summary

This position is located in the Telehealth section of the Central Virginia VA Health Care System in Richmond Virginia. The incumbent plans and directs programs at the medical center, Community Based Outpatient Clinics (CBOCs) and satellite outpatient clinics affiliated with the Central Virginia VA Health Care System (CVA HCS) as well as programs at facilities of other health care systems which utilize telehealth to partner with the CVA HCS to provide clinical care.

Responsibilities

Assignments at this level include evaluating the work of subordinate staff; resolving complex problems to ensure patient services are met; evaluating new products, equipment, and systems to make recommendations for improved operations; identifying educational or training needs; making final decisions on hiring selections; evaluating performance, and taking disciplinary action when necessary. Other duties include but are not limited to:
  • Responsible for all administrative aspects to include evaluation, planning, implementation and direction of the TelePrimary Care Hub MSA team as directed by the Service Chief and supervisor.
  • Provide guidance to facility and participating spoke site staff regarding scheduling including scheduling telehealth visits (Clinical Video Telehealth (CVT) and VVC visits), telephone visits and face to face visits and on clinic cancellation procedures. Responsible for training subordinate personnel in relation to these functions.
  • Interpret local and national regulations, legislation, directives and polices relating to Telehealth Service and the TelePrimary Care Hub in order to develop guidance for operations and compliance.
  • Ensure quality assurance for completed work of all subordinates. Responsible for ensuring that all subordinates are competent and fully trained to deliver superior customer service to all Veterans and clinical staff.
  • Correspond directly with patients, their family members, care givers, congressional staff, VISN staff and their program managers and facility staff of all levels.
  • Must possess exceptional communication skills and superior knowledge of various means of communication in the form of telehealth modalities and equipment, telephone, written documentation, setting up and leading virtual meetings, etc.
  • Must be able to receive and screen phone calls in a courteous and timely manner, determine the nature of requests and provide the information desired using privacy rules and established clinic processes. Incumbent must ensure that voicemails are continually checked and return phone calls to received voicemails is accomplished in a timely manner.

Qualifications

Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Experience and Education: (1) Experience - Six months experience of clerical, office, [customer service], or other [administrative] work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position; or (2) Education - One year above high school; or (3) Experience/Education - Equivalent combination of experience and education.
  • English Language Proficiency: MSAs must be proficient in spoken and written English in accordance with VA Handbook 5005, part II, chapter 3, section A, paragraph 3j.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grade Determinations: For Supervisory Medical Support Assistant, GS-8: One year of experience at or equivalent to the next lower grade level GS-7. In addition to the Basic Requirements defined above, the incumbent must demonstrate the following KSAs:
  • Ability to provide the full range of administrative and supervisory duties to at least on subordinate MSA supervisor or team leader in a patient support setting which includes assignment of work, performance evaluations, selection of staff, and recommendation of awards and/or advancements.
  • Ability to collaborate, communicate, and demonstrate customer service and interpersonal skills with internal and external customers to ensure quality/continuity of care and ensure compliance with established policies and regulations.
  • Ability to provide briefings, orientations, staff development, and training in a patient support setting.
  • Ability to manage fiscal matters, forecast resource and equipment needs, and identify budget needs.
  • Advanced knowledge of managing or leading patient support staff in a clinic. This includes independently utilizing reference sources, decision making, and empowering the team to collaborate and resolve problems within a complex systems environment.

The full performance level of this vacancy is GS-8.

Physical Requirements: The work is primarily sedentary, although physical effort may be required. Some lifting, bending and moving of videoconferencing or technical equipment for installation and troubleshooting is required. Occasionally climbs ladders to adjust overhead equipment and lifts or moves objects weighing up to forty pounds; occasionally lifts or moves heavier items with assistance from others.
