Responsibilities

Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Information and Technology located in Springfield, VA.

Note: This position will be affected by a planned relocation to Ashburn, VA. Relocation is tentatively scheduled to begin in 2021, although the date is subject to change.

Joining U.S. Customs and Border Protection (CBP), Office of Information and Technology (OIT) will allow you to use your expertise in Information Technology (IT) principles, concepts and methods to support IT systems and services. This position starts at a salary of $122,530.00 (GS-14, Step 1) to $159,286.00 (GS-14, Step 10) with promotion potential to $159,286.00 (GS-14 Step 10). In this Information Technology Specialist (Policy and Planning) position you will become a key team member of Homeland Security professionals by ensuring the confidentiality, integrity, and availability of systems, networks, and data through the planning, analysis, development, implementation, maintenance, and enhancement of information systems security programs. Typical work assignments include:
  • Serving as a subject matter expert on Software as a Service (SaaS) with workflow management;
  • Leading the development, reporting, and management of enterprise IT Performance Measures involving a wide range of IT management activities that typically extend and/or apply to an entire organization or major components of an organization;
  • Developing policies and procedures to ensure information systems reliability and accessibility and to prevent and defend against unauthorized access to systems, networks, and data;
  • Communicating complex technical IT requirements to non-technical personnel, and presenting issues and briefings to senior management officials on complex/controversial IT and security issues; and
  • Designing and implementing enterprise database strategies for functions such as monitoring, backup, recovery, and migration to Cloud solutions, to correct extremely complex operational and performance problems.

Qualifications

Basic Requirement: Individuals must have experience demonstrating each of the four competencies listed below. This experience must be IT-related.
  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
  • Along with the four competencies listed above you must possess at least one (1) year of specialized experience described below to qualify based on experience.

    Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
    • Planning and developing long range objectives and milestones for IT projects that involve substantive, mission oriented programs, such as projects implementing enterprise-level database solutions within government facilities or the Cloud;
    • Designing, developing, and managing systems that meet current and future business requirements and optimize existing architecture;
    • Providing expert consultation to management and other experts on critical IT issues; and
    • Analyzing and evaluating existing, new, and emerging IT requirements, operational standards, and measures of effectiveness.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    You must:
    • Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
    • Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 03/05/2021.

    The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.     Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years.     • Working as a contractor, intern, consultant or volunteer supporting the U.S. government
    Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment.
