Summary

This position is located in the Reports Analysis Division (RAD) and can be assigned to any of these three RAD Branches: Compliance, Authorized, or Party/Non-Party, as needed. The purpose of the work is thorough review of the campaign finance reports and communication with the filers to assist with compliance.

This is a bargaining unit position.

Responsibilities

As the Senior Campaign Finance and Reviewing Analyst in this position, you will:
  • Provide advice and guidance to filers in order to assist them in complying with the federal statutes and regulations governing campaign financing.
  • Identify activities in fundraising and spending that are not in compliance with the laws so other divisions and offices of the FEC can take appropriate actions.
  • Review reports in detail and make determinations on timeliness, authentication, compliance with legal requirements, or patterns of inaccurate reporting/evasion of reporting requirements.
  • Provide training and serve as a mentor to new or less experienced analysts on review methods and handling of communications with filers.
  • Work with the Reviewing Officer in the Office of Administrative Review to review, respond, and track the status of challenges to the FEC's "Reason to Believe" findings.
  • Perform quality control checks for reports, RFAIs and referrals, as needed.
  • Draft complex guides on procedural and policy issues for management review and approval.
  • Serve as the lead on projects as assigned, and also on tasks associated with the RAD Education Program.

Qualifications

In order to qualify, you must meet the experience requirements described below. Your resume must clearly describe your relevant experience.

You must have at least one full year of specialized experience analyzing campaign finance reports to verify information and discern patterns of activities. This must include activities such as: (1) reviewing and analyzing disclosure reports for compliance with the Federal Election Campaign Act (FECA) and applicable laws, regulations, and precedents; (2) applying qualitative and quantitative analytical techniques to the review of reports to identify and resolve complex issues; (3) using all of the databases, analytical methods and tools of the division; (4) providing training and/or giving guidance to less experienced analysts on the tools and methods used for the review of reports; and (5) providing technical advice to internal or external customers in response to questions about FECA requirements. This experience must be comparable in scope and responsibility to the GS-11 level in the Federal service (obtained either in private or public sectors).

In addition, you must provide a cover letter describing your experience with the competencies identified below:

Technical Expertise - Federal Campaign Finance: Knowledge of the administrative laws, policies, regulations, and
precedents covered by the Federal Election Campaign Act (FECA) of 1971, as amended, contained in Title 52 of the
United States Code, and other applicable Public Laws. Subject matter expertise in the reporting and compliance
requirements related to disclosure of Federal campaign funds.

Analysis and Reporting: Searches databases using computer software; analyzes qualitative and quantitative
information and makes correct inferences or draws accurate conclusions; prepares reports.

Teaches Others: Helps others learn through formal or informal methods; identifies training needs; provides
constructive feedback; coaches others on how to perform tasks; acts as a mentor.

Oral Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking
into account the audience and nature of the information (for example, technical, sensitive, controversial); makes
clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

Writing: Uses correct English grammar, punctuation, and spelling to communicate thoughts, ideas, information, and
messages in writing.
