Responsibilities

The incumbent serves as lead Program Specialist and 1.) oversees planning, promotion, and coordination of the Literary Initiative's extensive program of onsite and digital literary events; 2.) oversees the management of the budgets and finances for literary programs using the Literary Initiatives appropriated, gift and trust funds, and 3.) lead Literary Initiatives staff members to help coordinate activities and projects of partnership networks and Ambassador Program including the U.S. Poet Laureate, Ambassador for Young People's Literature and the American Fiction Prize as well as new projects administered by the Center for Learning, Literacy and Engagement. The incumbent provides full professional and administrative support and advice to the Literary Initiatives in all aspects of his/her official functions. The incumbent also leads long-range planning, budgeting and operation of the Center's programs including the Poetry and Literature Center (PLC).

In partnership with the Director of Literary Initiatives, is responsible for and assists in, setting the vision and strategic programming agenda for Literary Initiatives, including the development of goals and objectives that will enable the office to accomplish its mission. Creates or advises on programs and program series, including program strategy, planning, management, execution and evaluation. Actively participates in the planning and budgeting process, and assesses performance improvement initiatives. Oversees the broader budget process on behalf of the Director as needed. Works with top management to develop long-range planning and analysis of agency programs. Works with top management to develop long-range management plans for efficient and effective program implementation and administration. Serves as an expert analyst in the assessment and improvement of program effectiveness or the improvement of complex management processes and systems. Applies a wide range of qualitative and/or quantitative methods for the assessment and improvement of complex short and long-range goals of the organization and develops detailed plans for implementing them. Recommends changes in objectives or emphasis in functions under the organization's purview. Optimizes the use of existing resources, assists in planning for future resource needs, estimates short- and long-range personnel, budgetary, space, and equipment needs, and implements new resources. In conjunction with the Director of Literary Initiatives directs various projects, taking them from original concept to final implementation.

Assesses and proposes solutions to broad and complex program issues for which previous studies and established management techniques may have proven inadequate. Prepares recommendations for changes to the way programs are carried out.

Identifies areas where operational efficiency can be enhanced. Recommends actions necessary to maintain or improve the quality and quantity of operational services, introducing or refining automation, reorganizing operating units, reassigning personnel, and proposing the increase of organization resources. Directs the capture, reporting, and analysis of statistical data relating to the organization's operations and directs or personally performs special studies regarding this data.

Consults with all levels of management and staff inside and outside the Literary Initiatives Office. Works closely with the Director of Literary Initiatives and staff to ensure concerns are met. Plans and conducts public meetings, briefings and other presentations to managers and staff inside and outside the Library regarding Literary Initiative program matters. Within the Library, works closely with the Office of the Librarian, and offices of the Center for Learning, Literacy and Engagement, Library Services and the Congressional Relations Office .

Develops and maintains relationships with internal and external entities. Stays current on issues, practices and trends in Literary programming as it relates to Literary Initiative goals and activities. Provides advice and assistance to senior management in identifying the kinds and types of data, measures, and outcomes needed to produce plans in accord with the Library of Congress and the Center for Learning, Literacy and Engagement strategic goals, targets and priorities.

Plays a leadership role with special projects for major Library organization or program issues with broad impact, such as those on a Library or nation-wide level. Conceives and implements new initiatives and projects to strengthen, facilitate, and integrate programs. Undertakes or participates in special projects, ongoing analyses, investigations and initiatives that have high priority for high-level management This involves producing complex analyses and written reports; organizing special committees, workshops, or other gatherings; initiating program reviews; and/or developing or fostering cross-agency activities.

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.
