THIS IS A MULTIDISCIPLINARY POSITION AND CAN BE FILLED WITH ONE OF THE FOLLOWING OCCUPATIONS :
  • PHYSICIAN: SR-602: $145,000 - $249,900
  • NURSE: SR-610: $132,522 - $183,300
NOTE: Applicant's education and length of practice (experience) will be considered by a Compensation Panel in determining the salary of the applicant selected. Exceptions to the salary cap must be approved.

Work schedule: Monday - Friday, 40 hours per week

The Senior Advisor for Quality & Patient Safety (QPS) reports directly to the Assistant Under Secretary for Health (AUSH) QPS and supports the overall work of the Office of the Under Secretary for Health. The Senior Advisor for QPS will serve as an expert advisor on the full range of complex policy issues related to Quality and Patient Safety efforts across the Department. The advisor will provide expert advice to the AUSH QPS in the formulation and establishment of effective health care policies, programs, and initiatives that fulfill the VHA's mission to provide safe, patient centered, data driven, evidenced-based high quality and efficient health care for Veterans.

The Senior Advisor for QPS serves in a direct consultative capacity to the AUSH to strategically plan, direct, coordinate, and evaluate VHA's national quality improvement, patient safety programs and data analytics in a manner that reflects health care industry trends toward the creation of a high reliability organization and in accordance with applicable laws, regulations, and standards. The Senior Advisor for QPS works collaboratively with other Assistant Under Secretaries for Health, Chief Officers, and Executive Directors providing strategic direction for the Veterans Health Administration.

Additionally, the Senior Advisor for QPS provides consultation throughout the Department of Veterans Affairs and works closely with Veterans Service Organizations, Congress and their constituents, addressing the immediate and long-term needs of our Nation's Veterans.

The Senior Advisor for QPS serves in a direct consultative capacity to the AUSH to strategically plan, direct, coordinate, and evaluate VHA's national quality improvement, patient safety programs and data analytics in a manner that reflects health care industry trends toward the creation of a high reliability organization and in accordance with applicable laws, regulations, and standards. The Senior Advisor for QPS works collaboratively with other Assistant Under Secretaries for Health, Chief Officers, and Executive Directors providing strategic direction for the Veterans Health Administration.
Additionally, the Senior Advisor for QPS provides consultation throughout the Department of Veterans Affairs and works closely with Veterans Service Organizations, Congress and their constituents, addressing the immediate and long-term needs of our Nation's Veterans.

The Senior Advisor to the AUSH QPS will assist the AUSH with oversight of the administration of these functions with more specific oversight provided by directors and integrated teams within and across each functional area.
  • Advises the AUSH on sound business approaches that will position VHA as a leader in the delivery of high quality, safe, and reliable healthcare.

  • Partners with the larger health care community and other stakeholders to actualize national policy and associated quality producing strategies.
  • Represents the AUSH on Advisory Boards and national expert panels to develop, promulgate, interpret, and reconcile policies related to quality improvement and patient safety that reflect industry standards and existing regulations and legislation and address national imperatives.
  • Integrates and strategically presents existing quality, reliability and safety information in an actionable value-driven manner to better inform operations, tactical decision-making, improvement prioritization, and forward-looking policy development.
  • Transparently communicates VHA's vision, goals and expectations for high quality, safe and high reliable care to multiple external and internal stakeholders.
  • Oversees the development of training and education strategies that will engender the core competencies needed to affect a forward-looking quality agenda within and among an engaged workforce.
  • Ensures the office promotes and adheres to the organization's goals and objectives by establishing elements and standards that link work to the Department's mission, VHA's strategic plan, and Mission Act requirements.
  • Ensures employee engagement and models the organization's "I CARE" values.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/11/2021.

In order to qualify for this position you must meet the following:

BASIC REQUIREMENTS FOR PHYSICIAN
  • Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Secretary of VA for the year in which the course of study was completed.
  • Current, full, and unrestricted license to practice medicine in a State, Territory, or Commonwealth (i.e., Puerto Rico) of the United States or in the District of Columbia. The Physician must maintain a current registration to continue employment with the VA.
  • Residency Training: Physicians must have completed residency training or its equivalent, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. Approved residencies include those approved by the accrediting bodies for graduate medical education, Accreditation Council for Graduate Medical Education or American Osteopathic Association, or other residences which the Professional Standards Board determines to have provided appropriate professional training.
BASIC REQUIREMENTS FOR NURSE
  • Master's degree in nursing or related field; OR a Doctoral degree (preferred) in nursing or related field, and appropriate advanced certification desired.
  • Possess a current, full, active and unrestricted licensure as a professional nurse in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
DEMONSTRATED LEADERSHIP EXPERIENCE:
Minimum of ten years of professional practice in positions with progressively more complex assignments that involve leading, planning, directing, administering, and evaluating clinical programs in the public or private sector (preferred).

Applicants must possess extensive leadership experience in the health care arena sufficient to qualify for the equivalent of a senior executive equivalent position within the Federal service. In addition, the incumbent is broadly acquainted with clinical treatment modalities, administrative and clinical support systems and is knowledgeable about multifaceted health care delivery systems.

In addition to basic requirements, the following technical and executive core qualifications are required for this position. Typically, these qualifications would be gained through education, experience and training which reflect progressive development and achievement in responsible management/executive level assignments in health care at a national or Network level, equivalent positions in a hospital/network/regional office or allied medical care facility, or executive positions in an academic institution. An individual's total experience and education must demonstrate the ability to perform the duties of the position. If you are currently a federal employee, this type of experience is typically found at positions at the GS-15 level and above.

B. TECHNICAL QUALIFICATIONS (TQ): .
  • A strong knowledge of system and industry-wide trends in the field of Quality, Patient Safety, and Continuous Improvement is required.

Physical Requirements: Most of the work performance is at a desk, in an office setting. The position does require touring of the medical center for direct supervision, survey and environment of care issues. The incumbent occasionally carries books and papers to and from meetings and conferences.
