This position is in the Technology Division of the Financial Crimes Enforcement Network (FinCEN), in one or more IT specializations, including but not limited to policy and planning, information systems security, systems analysis, application software development, operating systems planning and application, network systems management, data acquisition storage and retrieval, internet, intranet and extranet activities, hardware and software systems, and customer support services.

4-Security Clearance: This position has been designated National Security Level IV, Special Sensitive and requires the incumbent to obtain and maintain eligibility for a Top Secret (TS) clearance with Sensitive Compartmented Information (SCI) access. Applicant must meet and continue to adhere to the requirements of a Tier 5 level background investigation. Failure to successfully meet these requirements will be grounds for termination. Continued employment with FinCEN is contingent upon satisfactory completion of the Tier 5 level background investigation, the results of which fully meet the FinCEN's special employment criteria. All employees are subject to satisfactory completion of periodic reinvestigation and a continuing life style in conformity with applicable national and FinCEN directives. Any unfavorable information developed during an investigation or other official inquiry may result in termination of employment in accordance with established security policies and procedures.

As an Information Technology Specialist, you will:
  • Advise and collaborate with IT managers and program managers on approaches to accomplishing IT goals that often involve significant changes in approach or technology.
  • Analyze and define requirements and specifications for complex systems, application and processes. Prepare proposals, policies, guidelines, analyses, specifications, procedures and other materials tailored to the situation and the audience.
  • Research new concepts and products, and keeps current on emerging technology in order to determine whether they might be worth employing. Conduct feasibility and cost-benefit analyses to ensure that investments in new systems, hardware, and applications are worthwhile.
  • Ensure the integration of IT programs and services and develops solutions to integration and/or interoperability issues. Provide training, guidance and leadership to less senior system personnel.
  • Applies strategic/effective project management principles and/as assigned, responsibility. As assigned, leads IT Specialists and oversees contractor in assigned program areas or projects, providing guidance, assistance and oversight, identifying priorities, and resolving obstacles to performance.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized experience for the GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position is defined as:

- Performing IT Infrastructure activities to ensure the availability, integrity and operational support of systems, networks, and/or data.

Examples of such experience could include the following:
  • Managing the support activities of server operating systems, storage systems, database administration, network devices or application platform services, including performance monitoring and analysis; OR
  • Executing network, server, storage or database administration support in both unclassified and classified environments; OR
  • Performing operations tasks and supporting critical infrastructures with Communications Security (COMSEC) certification or training; OR
  • Conducting technical discussions across a variety of IT disciplines to coordinate and align task and work activities; OR
  • Developing and executing work or project plans related to network, server, storage or database systems.


In addition to meeting specialized experience, applicants must also show proficiency in IT-related experience demonstrating each of the four competencies listed below:

  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

CONDITIONS OF EMPLOYMENT:

- A one year probationary period may be required.
- Must successfully complete a background investigation.
- Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency
