Summary

This position is located in the Department of Commerce, Office of the Secretary/Office of Acquisition Management, Washington, District of Columbia. The primary purpose of this position is serve as the Acquisition Systems Administrator for the Department reporting to the Director and Deputy Director in the Office of Acquisition Management and will provide technical direction, management, and oversight of the operation and maintenance of the Department's procurement system.

Responsibilities

  • Keeps abreast of enterprise-wide changes to procurement systems and strategic engagement matters, including internal developments, federal policy, and major organizational change and stakeholder activities.
  • Provides advice and updates to acquisition leaders on these issues as appropriate.
  • Develops enterprise services related policies, concepts, processes, systems and approaches for analysis, evaluation, and recommendations.
  • Drives data quality excellence through promotion and institution of strong process discipline, rigorous metric management and tracking, transparent reporting and issue management, and inclusion of DOC and Bureau functional experts input and support.

Qualifications

Applicants must demonstrate that they meet the Basic AND Specialized Experience requirements as noted below.

Basic Experience Qualifications: You must possess Basic IT-related experience demonstrating each of the four competencies as defined:
  • Attention to Detail - Being thorough when performing work and conscientious about attending to detail;
  • Customer Service - Work with clients and customers to ensure systems and services meet security requirements and incorporate current technology;
  • Oral Communication - Persuade others to cooperate in meeting security compliance objectives; and
  • Problem Solving - Isolating and defining unprecedented security issues or conditions, resolving critical problems in enterprise-wide systems, or developing new approaches and techniques for use by others?
AND

Specialized Experience:
ZP-05: You qualify for the ZP-05 grade level if you possess one year of specialized experience, equivalent to the ZP-IV or GS-14 grade level in the Federal government, performing the following duties:
  • Organizing teams and leading activities to support target enterprise database standards, database architecture, automation of operational processes, and development of flexible, agile database platforms.
  • Using diverse database platform technologies (e.g. Oracle 19c, PostgreSQL) maintaining operations, ensuring data security/access, and engineering technical solutions (e.g. automation, self-service).
  • Providing project management oversight to technical teams.
  • Collaborating with stakeholders in support of enterprise applications, development projects or other organizational initiatives.
  • Developing and maintaining relationships with external stakeholders in diverse and relevant sectors to be informed on key acquisition systems related matters and applying knowledge that will enhance enterprise-wide strategic engagement with these stakeholders.
  • Leading a change control board in reviewing/approving change request to acquisition systems or proposed changes to procedures, policies, and regulations pertaining to information technology related systems.

    Time-in-Grade Requirements:
    Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility.     Background Investigation: To ensure the accomplishment of its mission, the Department of Commerce requires each and every employee to be reliable and trustworthy.     How You Will Be Evaluated

    You will be evaluated for this job based on how well you meet the qualifications above.
