Summary

The incumbent serves as the Office of Audits (AUD), Audit Operations, Quality, and Compliance Division (AOQC) Director, within the Office of Inspector General (OIG) for the U.S. Department of State (Department). OIG has statutory oversight responsibility for the Department and the U.S. Agency for Global Media (USAGM).

Responsibilities

As the AOQC Director (Supervisory Auditor), under the broad direction and supervision of an Assistant Inspector General, the incumbent's duties and responsibilities may include, but are not limited to the following:
  • Directing and administering the AOQC Division, including disparate activities that are vital to the success of AUD.
  • Leading AUD's compliance program. Specifically, AOQC tracks the status of recommendations, verifies that corrective actions have been taken to implement recommendations, assists in obtaining agreement (resolution) for recommendations, ensures that compliance correspondence is responsive to the subject of the recommendation and the intent of the report, and coordinates or performs follow-up reviews and evaluations as needed.
  • Reviewing the text of draft recommendations included in AUD written products and providing feedback to AUD teams on how the recommendations could be improved.
  • Overseeing the data collection and input that is related to compliance results for the mandated OIG Semi-Annual Report to Congress.
  • Establishing and maintaining a system of quality control that is designed to provide reasonable assurance that AUD complies with professional standards and applicable legal and regulatory requirements.
  • Coordinating and conducting external peer reviews of audit operations of other Federal OIGs.
  • Establishing and overseeing statistical and other technical methodological support (including data analytics) for AUD teams.
  • Establishing and overseeing administrative support for AUD, including editing services, procurement, and human resources-related support. In addition, the incumbent performs workforce planning and analysis for AUD, performs and/or supervises Contracting Officer's Representative duties, develops and manages budget information, and facilitates recruitment and hiring.
  • Carrying out a full range of supervisory responsibilities as expected of supervisors in the Federal government. For example, setting priorities and deadlines for work to be accomplished; making assignments based on established priorities; ensuring that work performed by AOQC is carried out in a timely and fully satisfactory manner; evaluating and preparing formal performance appraisals of the work performed by the Managers; identifying training and developmental needs of staff members; and carrying out all Equal Employment Opportunity requirements and policies.

Qualifications

Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement. All applicants MUST meet one of the basic qualification requirements described below for this position:

BASIC QUALIFICATION REQUIREMENTS: A. Applicants must have a degree from an accredited college or university in auditing OR a degree in a related field such as business administration, finance, or public administration or accounting;

OR B. Combination of Education and Experience: Have at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge AND meet 1 or 2 below:
  • A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination.
  • Completion of the requirements for a degree that included substantial course work in accounting or auditing, (e.g., 15 semester hours).

  • Note: All applicants MUST submit transcripts as verification of educational requirement OR a certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination as described under Combination of Education and Experience above by the closing date of this announcement.     IN ADDITION to meeting one of the basic qualifications requirements listed above, the applicant MUST have at least one year of specialized experience that has equipped them with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience is related to the work of the position and equivalent to at least the GS-14 level in the Federal service. Qualifying specialized experience must demonstrate the following:
    • Experience in interpreting and applying professional auditing standards, to include the Generally Accepted Government Auditing Standards.
    • Experience with a range of qualitative and quantitative methods required for the analysis and improvement of programs, including statistics and data analytics.
    • Experience with quality control programs required for an Office of Audits.
    • Experience with compliance follow-up of recommendations made in written audit products.
    • Knowledge of Federal and Department requirements related to budgeting and procurement.
    • Experience in leadership and management functions such as balancing workloads and commitments, evaluating employee performance, supporting Equal Employment Opportunity initiatives, hearing and resolving employee complaints, and identifying employee professional training needs.
