Summary

This position is located in the Bureau of Global Public Affairs, Office of the Executive Director, Information Technology Staff responsible for Information Technology (IT) infrastructure and systems that support the Bureau, (GPA/EX/IT). The incumbent of this position serves as the network branch technical lead providing technical recommendations to leadership for strategic decision making on project definition, planning, deliverable development, coordination and communication with IT teams.

Responsibilities

  • Conducts research on emerging technologies in support of systems development efforts and recommends technologies that will increase effectiveness and systems flexibility.
  • Develops guidelines for system implementation and integration of new technology into existing architecture.
  • Coordinates the resolution of system problems by identifying problems and meeting with users, managers, and hardware/software vendors to discuss options.
  • Provides briefing on proposed new systems that will alter approaches and methods, systems design and development, technology, projects plans, and the progress of projects underway.
  • Participates in seminars, conferences and other professional meeting in order to exchange information on program related matters.
  • Redesigns systems to accommodate changes in users requirement, regulations, policies, legislative changes, or new technology.

Qualifications

Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants applying for the GS-13 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:
  • Attention to Detail - Make decisions and/or recommendations for enhancing the efficiency of the provided services and support.
  • Oral Communication - Interact with other IT Specialists, mission personnel at all levels and end-users resolve conflicts, secure cooperation, and provide training and technical assistance.
  • Customer Service - Provide technical advice, guidance, and recommendations to management and other technical specialists on critical IT issues.
  • Problem Solving - Advise management of deficiencies, analyzes systems malfunctions necessary correctives actions, exercises independent judgement in resolving a variety of problems.

  • AND Have at least 1 full year of specialized experience equivalent to the GS-12 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:

    -Experience with IT architecture, IT security concepts, standards and methods.

    -Experience in applying IT policies and programs.

    -Experience with systems analysis principles and techniques.

    NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. There is no substitute of education for specialized experience for the GS-13 position.

    Qualified candidates are assigned a score between 70 and 100.
