Responsibilities

As a Health Statistician, you provide conceptual, programmatic, and technical guidance for the statistical analysis of Ryan White HIV/AIDS programs.
Your major duties and responsibilities
  • Using statistical software (e.g., SAS, SPSS, etc.) and data management software (e.g. SQL, etc.) to manipulate, interpret, and analyze mid to large data sets.
  • Advising all levels of staff on the development and implementation of data management plans including providing statistical consultation to support program analyses and program evaluations
  • Designing and conducting statistical data management activities including data clean up and preparation of standard reports.
  • Responding to statistical data requests from internal and external stakeholders.
  • Serving as a project officer on contracts, cooperative agreements, and/or grants, monitoring projects, independently evaluating the project's effectiveness and efficiency in relation to goals and objectives, monitoring budgets, and identifying problems and making recommendations for their solution.

INDIVIDUAL OCCUPATIONAL BASIC REQUIREMENTS FOR STATISTICIAN SERIES, 1530:
  • Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.
  • OR
  • Combination of education and experience-courses as shown in A above, plus appropriate experience in additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

    SPECIALIZED EXPERIENCE: In addition to the education requirement above, in order to qualify for this Statistician position your resume must clearly demonstrate the specialized experience stated below.

    Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.

    To qualify for this position at the GS-13 level, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service.

    Examples of qualifying specialized experience include performing the following types of tasks on a regular and recurring basis: Using statistical software (e.g., SAS, SPSS, R, etc.) to handle large data set manipulations and analyses of public health data; using data management software such as (e.g. SQL, Microsoft Access, etc.) to process, manipulate, interpret, or analyze data sets; and, providing technical statistical guidance to ensure validity of public health data/studies.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
