The purposes of this position is to repair, inspect, operate, service, troubleshoot and maintain building mechanical equipment, air conditioning, refrigeration, ventilation and heating systems, and necessary action to restore any electrical, plumbing or control (BAS) systems when an emergency breakdown occurs.

Responsibilities

The National Gallery of Art houses and safeguards priceless art treasures which are required to be maintained at a relatively constant temperature and humidity in order to protect their materials and prolong their life. Therefore, heating, ventilation, and air conditioning (HVAC) requirements dictate that temperature and relative humidity is maintained to critical specifications at all times. Because of these strict requirements, operations dictate that much of the HVAC mechanical equipment that services critical areas must be in operation 24 hours per day. These requirements results in constant and prolonged equipment operation and the wear and tear and maintenance problems that result. This is a multiple-incumbent position. Each incumbent is required to work rotating shifts.

If selected, you will:
  • The purpose of this position is to repair, inspect, operate, service, troubleshoot and maintain building mechanical equipment, air conditioning, refrigeration, ventilation and heating systems, and necessary action to restore any electrical, plumbing or control (BAS) systems when an emergency breakdown occurs.
  • The employee conducts training sessions, which are intended to update, improve and upgrade the knowledge, skills and abilities of the mechanics he oversees and leads. He shows subordinate mechanics proper trade techniques and practices, safety precautions, how to properly use the machinery, instruments and equipment.
  • The incumbent maintains a current knowledge of the National Mechanical and Plumbing Code, Operations Department Policies, Procedures, Directives and written instructions, which are required to answer questions from the electricians he is leading and overseeing.
  • Ability to use and properly operate Ohm, Amp, Watt, and Voltage meters; measuring instruments and testing equipment such as flowmeters, recording meters, micrometers, psychrometer, velometers, and electronic leak detectors.
  • Ability to read and interpret blueprints; equipment diagrams; electrical schematics; water flow charts; and specifications regarding servicing and operation of the refrigeration and air conditioning equipment.
  • Knowledge and ability to perform preventative maintenance on electric heaters; contactors; magnetic starters, and electric motors 50 HP and smaller.
  • Responsible for the estimating, researching, and identification of all materials, labor and tooling required to perform assigned task.

Requires work inside and outside, in all kinds of weather. Work is in areas that are noisy, dirty, dusty and greasy. Work can be performed 30 feet above the floor, or more. Work can be in confined spaces. Work carries risk of electrical shock and burns, and entanglement in moving machinery parts. Work is near hazardous materials and chemicals. Must be able to lift own weight. Must be able to lift and carry 80 pounds. Noise levels may require wearing of earplugs. Work may require donning of protective equipment. Exposure to repeated, prolonged or concentrated amounts of refrigerant gases may have toxic effects on eyes, skin, and internal organs. Must be able to observe or hear warning signals. Must possess a universal EPA-approved CFC refrigerant certificate.

Candidates must meet the Qualification Standards Handbook requirements for the WG-4742-11, WG-4742-10, WG-4742-9.

1. Ability to perform the duties of Utility Systems Repairer-Operator without more than normal supervision (SCREEN-OUT ELEMENT)

2. Knowledge of HVAC/Mechanical equipment assembly, installation, and repair

3. Technical practices (theoretical, precise, applied)

4. Ability to interpret instructions, specifications, etc. (includes blueprint reading)

5. Ability to use and maintain tools and equipment

6. Knowledge of materials

7. Troubleshooting
