Responsibilities

*Duty station may be negotiated at the time of selection. Salary will be based on physical duty station. If relocation to the local commuting area is determined to be in the best interest of the government, travel, transportation, and relocation expenses will be paid if the selectee lives outside of the local commuting area and is otherwise eligible for reimbursement of relocation expenses in accordance with the Federal Travel Regulation.*
  • Directs, reviews, and coordinates activities in the establishment, revision, and maintenance of all project accounts in compliance with appropriate budgetary and financial procedures.
  • Responsible for the leadership and direction of all human resources, budget and financial management, commercial services, information technology, acquisitions, equal opportunity and internal controls programs
  • Interprets and directs the implementation of service-wide policies, and establishes and amends regional policies, goals, and objectives.
  • Provides overall program guidance and technical support for the procurement, acquisition and inventory of personal property, vehicle fleet program, and purchase, fleet and travel charge card programs.
  • Responsible for staff direction and coordination of the personnel management program.
  • Formulating and implementing short- and long-range Regional plans for information management, the operation of a Region-wide electronic communications and networking system, including remote facilities located in the parks, on-going processing and ADP operations, the acquisitions of computer hardware and the purchase and/or in-house development of software, training related to the applications of available and projected technologies.

  • Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement.
  • You may be required to operate a government motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to travel overnight away from home up to 2 nights per month. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • You will be required to complete a Confidential Financial Disclosure Report, OGE-450 on an annual basis.


Qualifications

All qualifications must be met by the closing date of this announcement-03/04/2021-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience . For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience.

For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

Specialized Expereince: Possess one year specialized experience equivalent to at least a GS-14 grade level in the Federal Service. Examples of specialized experience could include, but are not limited to, work in a medium to large sized organization providing comprehensive advisory services to senior management and employees in a centralized administrative services program for widely dispersed clients in areas such as: business operations, budget and finance, program management, procurement, information management, human resources management and concessions. Additional specialized experience includes applying a variety of Federal laws, regulations, policies, and guidelines to plan, develop, and implement all aspects of a complex administrative program; and supervising administrative and program staff. To be creditable, this experience must have been equivalent in level of difficulty and to that of at least the GS-14 grade level in the federal service.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Demands: Most of the work is performed indoors in an office setting. There may be some extended walking througl, facilities, visits to park units, carrying light items, or driving an automobile. Mentally stressful and taxing situations are frequently present.

Working Conditions: The work environment involves everyday risks or discomforts, which require normal safety precautions typi of places such as offices, meeting and training rooms, park settings, and commercial vehicles.

  • Resume which includes a list of all significant jobs held and duties performed, dates specified in month and year format, and the resume must reflect either full-time or 40 hours per week.
