The Office of Human Resources Management (OHRM), a Departmental office, is responsible for providing leadership, developing policies, and directing programs in all aspects of human resources and human capital management and administration for all of the Department of Commerce (DOC).

Responsibilities

This position is located in the Office of Human Resources Management (OHRM), Chief Financial Officer and Assistant Secretary for Administration (CFO/ASA), Office of the Secretary (OS).

As the Director for OHRM and CHCO, the incumbent shall carry out the following functions:

Advises DOC senior leaders and senior human resources staff on all facets of human resources management, providing timely and quality advice and guidance to maximize the efficiency and productivity of the Department's employees.

In development of human resources policies, programs, and initiatives, assures integration with all other functions of administration (ex., budget, organization planning, diversity and inclusion, facilities operations, and executive direction).

Analyzes and provides guidance and assistance in executing HR solutions; serves as a thought-partner to stakeholders and customers; quickly analyzes problems and impediments and offers options/solutions; identifies and implements appropriate corrective measures as needed; and develops new or improved techniques to improve operations and services.

Continuously sources new and improved methods, strategies and actions to operate a customer-focused Federal HR organization and environment to maximize efficiency and effectiveness of services.

Balances priorities and aligns organizational expertise and resources to effectively respond to new or anticipated requirements.

Provides executive leadership and direction in all HR functional areas such as: recruitment; staffing and placement; classification and position management; executive resources; employee and labor-management relations, employee development and training; benefits and pay administration; human resources information systems; and occupational safety and health.

Ensures efficient and timely reporting to customers and other stakeholders and provides direct assistance and support to department leadership to resolve issues, enhance services, and advise on sensitive personnel matters, as needed.

Works in close coordination and in partnership with DOC's Enterprise Services organization to ensure appropriate and timely support is provided as needed.

Manages and aligns staff and resources effectively to ensure smooth and efficient operations, supporting execution of the Department's Strategic Plan.

    To meet the minimum qualifications for this position, you must possess all of the mandatory Executive Core Qualifications and Professional/Technical Qualifications listed above. These qualifications would typically be acquired through education, experience, and training which reflect progressive development and achievement in managing a comprehensive business program in a complex organization. An individual's total experience and education must demonstrate the ability to perform the duties of the position.     PROFESSIONAL TECHNICAL QUALIFICATIONS (PTQs):

    PTQ 1 -Demonstrated experience leading and providing advice on a full spectrum of human resources operations functions, such as strategic recruitment, hiring, staffing, position management, position classification, pay administration, benefits, retirement, personnel security, reasonable accommodation and work life programs, across the human capital employee lifecycle at both strategic and operational levels.

    PTQ 2 -Executive experience in: (1) cultivating a high-performing, diverse, and engaged human capital workforce, (2) encouraging an environment that is open, diverse, and inclusive, and (3) empowering personnel to their full potential.

    PTQ 3 -Successful executive management of an organization's corporate culture that embraces customer service and positive stakeholder engagement as an overarching competency, and successfully identifies, manages and adjusts to shifting priorities and other challenges to ensure success.

    Background Investigation: Secret- Critical Sensitive.

    Financial Disclosure: This position is covered under the Ethics in Government Act, which requires comprehensive financial disclosures from employees. The appointee will be required to file a Public Financial Disclosure Report (SF-278), within 30 days after his/her appointment, and then annually thereafter.

    Qualifications Approval and Probationary Period: Persons newly selected for career appointment to the Senior Executive Service must have their executive core qualifications approved by an Office of Personnel Management Qualifications Review Board and will be required to serve a one-year probationary period.

    Mobility: Individuals selected for Senior Executive Service positions may be subject to reassignment across geographical, organizational, and functional lines.

    Drug Testing: This is a Testing Designated Position (TDP).
