Summary

The Office of Investment Security, in the International Affairs (IA) office of the U.S. Department of the Treasury, fulfills Treasury's statutory responsibilities as chair of the Committee on Foreign Investment in the United States (CFIUS), has the authority to review the national security effects of foreign acquisitions of U.S. businesses. The office leads and coordinates the review by sixteen Executive Branch departments and White House offices of each transaction notified to CFIUS.

Responsibilities

As a Senior Policy Advisor, you will:
  • Serve as an expert advisor on the full range of complex policy issues related to the Office's mission by supporting senior Treasury officials and management in all work related to the Office's CFIUS and open investment functions including coordination of the interagency process, analysis of transactions, policy development, and engagement with foreign partners and allies.
  • Conduct in-depth analysis and providing recommendations in certain cases concerning: the authority of CFIUS to review the transaction, the national security risks posed by the transaction, or the options available to mitigate national security risks posed by the transaction.
  • Extensively engage with parties to the transaction and CFIUS member agency counterparts to ensure that CFIUS has the information that it needs to reach a determination and, if necessary, negotiation of agreements between the U.S. Government and the parties to mitigate any national security risks posed by transactions under review by CFIUS.
  • Engage with foreign partners and allies to support investment review regimes and facilitate coordinated action with respect to trends in investments and technology developments that could pose risks to the national security of the United States and allied and partner countries.

Qualifications

You must meet the following requirements by the closing date of this announcement.

You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes experience as a team lead, senior analyst or similar supervisory role in:
- Conducting market, financial, legal, or economic analyses (e.g. due diligence, risk exposure, detailed credit analysis, market analysis) of issues across a range of financial products and/or activities and relating them to public policy; OR
- Evaluating a range of international financial, investment, or national security policy issues; AND
- Conducting specialized analyses of foreign direct investment to identify economic, national security or other risks; AND
- Communicating results of research and analysis and making policy recommendations to senior decision makers.
