Summary

The Defense Civilian Personnel Advisory Service (DCPAS) mission is to be the enterprise leader in the development and delivery of civilian personnel policies and HR solutions that strengthen mission readiness. DCPAS is responsible for developing and delivering civilian personnel policies and human resources solutions to strengthen the Department of Defense (DoD) civilian workforce's mission readiness and enhance all aspects of the total civilian lifecycle.

Responsibilities

As a BUSINESS OPERATIONS SPECIALIST at the GS-0301-14 some of your typical work assignments may include:
  • Serving as Business Operations Specialist to achieve balance between manpower, investments, and readiness encompassing resource planning, management, programming, and execution.
  • Advising and assisting the organization's senior leaders and program managers on all resource management related planning, programming, budget execution, and program performance evaluation matters.
  • Serving as the primary point of contact and coordinator for all resource and requirement issues and represents and articulates the organization's program needs to higher headquarters and various service providers.
  • Serving as the primary point of integration and coordination between DCPAS strategic and business planning and DCPAS' budget development and execution processes.
  • Engaging directly in supporting program managers with the processes associated with support agreements, personnel actions, requirements management, budgeting, funds execution, accounting and validation of resource activity, compliance, risk assessment, and analysis support to leadership.
  • Ensuring integration of DCPAS strategic goals with the evaluations conducted in association with DCPAS budget development and execution processes. Evaluating program initiatives and providing recommendations on programmatic resource management issues to the relevant Line of Business Director or program manager.
  • Providing briefings and training on resource matters to executives, senior leaders, and program managers across the enterprise.

Qualifications

You may qualify at the GS-14, if you fulfill the following qualifications:

One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
  • Reviewing, analyzing, and consolidating financial information to support budget execution activities.
  • Reviewing, analyzing, and consolidating requirements to support budget formulation and programing activities.
  • Advising, integrating, and coordinating between components and program offices.
  • Advising and making recommendations to senior leaders on resource management issues
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
