This position is in the Office of the Associate Managing Director for Administrative Operations (AMD-AO), Federal Communications Commission Headquarters located in Washington, DC.

Relocation expenses will not be paid.

Responsibilities

The incumbent is responsible for administering the day to day operations of the FCC's Occupational Safety and Health Program, Federal Workers Compensation Program, FCC Ergonomic Program, FCC Drug Testing Program, FCC Automated External Defibrillator Program, the Motor Vehicle Accident Prevention Program; and includes the FCC Health Center.

Plans, develops and implements policy, standards, criteria, procedural guidelines, handbooks and specifications for the entire scope of the FCC Occupational Safety and Health program. Conducts annual and periodic safety and health inspections of facilities, areas, operations, etc., to ensure conformance with OSHA regulations, rules and standards.

Serves as the FCC Federal Employees Workers Compensation Program (OWCP) program manager, and is the liaison between FCC employees, FCC management and the Department of Labor (DOL); and maintains statistical data on worker's compensation for the advisement of FCC management and DOL. Implements activity injury compensation regulations, court decisions, FCC policy, and all other regulatory sources.

Oversees the day-to-day operations of the FCC Health Center; coordinating/scheduling monthly health related programs/screenings; coordinating/scheduling employee immunization programs, physical examinations, and fitness for duty examinations; and preparing a monthly FCC Health and Wellness Monthly Newsletter.

IN ADDITION TO MEETING THE BASIC REQUIREMENTS:

GS-11

Specialized Experience: Applicants must have a minimum of one year of specialized experience equivalent to at least the GS-9 in the Federal service. For this position, specialized experience includes the following:
  • Planning, organizing, directing, budgeting, coordinating and evaluating a fully developed occupational safety and health program;
  • Performing accident investigations, reporting and analysis to determine frequency and severity rates;
  • Identifying trends that provide an effective tool in devising accident/injury control measures; and/or
  • Implementing activity injury compensation regulations, court decisions, policy, and all other regulatory sources.

  • OR

    Have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M. if related.

    OR

    Have a combination of education and experience.

    Specialized Experience: Applicants must have a minimum of one year of specialized experience equivalent to at least the GS-11 in the Federal service. For this position, specialized experience includes the following:
  • Planning, organizing, directing, budgeting, coordinating and evaluating a fully developed occupational safety and health program;
  • Performing accident investigations, reporting and analysis to determine frequency and severity rates;
  • Identifying trends that provide an effective tool in devising accident/injury control measures; and/or
  • Implementing activity injury compensation regulations, court decisions, policy, and all other regulatory sources.
  • Performs studies to identify the nature and extent of safety and health problems associated with work environments, in connection with new or emerging occupational processes, and in developing health and/or safety standards, measures or control mechanisms for coping with identified hazards.

  • PART-TIME OR UNPAID EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Education

    Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.

    OR

    Specialized Experience (for positions above GS-5): Experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include:
    • Managing safety or occupational health program elements.
    • Developing and recommending safety and occupational health policy to higher levels of management.
    • Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements.
    • Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards.
    • Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses.
    • Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards.
    • Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards.
    • Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards.
    • Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects.
    • Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse.

    OR

    Certification as a Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or Certified Health Physicist (CHP), or similar certification that included successful completion of a written examination meets the requirements for GS-5. Applicants may also qualify for higher grade levels based on their education and/or experience.

    How You Will Be Evaluated

    You will be evaluated for this job based on how well you meet the qualifications above.

    All applicants will be rated on the extent and quality of experience and education relevant to the duties of the position. The FCC determines the BEST QUALIFIED CANDIDATES based on the major job related competencies and evaluation of your knowledge, skills, and abilities reflected in your application and supporting documents using the CATEGORY RATING PROCESS. All eligible applicants under Delegated Examining (DEU) will be placed in one of the following three categories:

    1. Highly Qualified (Score 90-100) - the applicants possessing a background that demonstrates a superior level of major job related competencies and possession of all evaluation criteria;
    2. Fully Qualified (Score 80-89) - the applicants possessing a background that demonstrates a satisfactory level of major job related competencies and possession of the evaluation criteria; and
    3. Minimally Qualified (Score of 70-79)- the applicants possessing only the specialized experience described in the vacancy announcement.

    An automated score is administered based on the on-line application process used. Eligible applicants will receive a numerical rating based on their responses to the job specific questions for this position.

    Hardcopy Supplement Documents Required:
