Summary

The Financial Management Division, Support Services Directorate of the Selective Service System is responsible for managing the Agency's fiscal resources efficiently, effectively, with integrity; to provide and maintain fiscal policy for the Agency and support SSS requests to Congress for appropriations; manage financial plans and allocate fiscal resources in support of approved programs; to provide timely service, professional leadership, and expert guidance to internal and external customers.

Responsibilities

As an Accountant at the GS-510-11/12/13 levels, some of your typical work assignments may include:
  • Performing functional administration of operations accounting programs such as agency traveler management, travel data and travel systems/processing.
  • Processing financial and system transactions/documents by entering data into automated financial and accounting systems, verifies appropriate data elements and codes for agency obligation accounts, cost centers, and appropriations.
  • Receives financial documents and transactions, determines appropriations to be charged by object class and line item, and chargeable fiscal year, prepares the document for payment, and tracks them to completion.
  • Coordinates the collection, preparation, review of data and submission of a wide variety of accounting reports on fund status. Reports may include monthly Statement of Transactions, Year-End Closing Statement, Undisbursed Appropriations Accounts - Trial Balance, Statement of Differences, Undisbursed Appropriation Account, Report on Budget Execution, and Report of Obligations.
  • Reviews the accounting system through periodic checks of the current work, the accounts structure, and the accounting procedures to insure that individual transactions are properly recorded in the accounts.
  • Recommends changes in existing operating techniques to improve operations and implement changes as necessary.

Qualifications

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.

All qualification requirements must be met by midnight (Eastern Time) on 3/6/2021 the closing date of this vacancy announcement.

To qualify for this position at the GS-11 l evel, you must have at least one year of specialized experience equivalent to the GS-09 grade level
equivalent in difficulty and complexity to the next lower grade level (GS-09) in the normal line of progression for the occupation in the organization. To be credible, this experience must include work that involves:
  • performing functional administration of operations accounting programs such as agency traveler management, travel data and travel systems.
  • processing financial and system transactions.
  • enters data/documents into automated financial and accounting systems.
OR

Have a PH.D. or equivalent doctoral degree in a field that is directly related to the work of the position; or three years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree.

OR

Have a combination of specialized experience and graduate level education.

To qualify for this position at the GS-12 level, you must have one year of specialized experience equivalent to the GS-11 equivalent in difficulty and complexity of the next lower grade (GS-11 in the normal line of progression for the occupation in the normal line of progression for the occupation in the organization), or equivalent in other pay systems that knowledge, skills and abilities to successfully perform the duties of this position. To be credible, this experience must include the following skills and experience:
  • coordinates the collection, preparation, review of data.
  • submits a wide variety of accounting reports on fund status, which go to Office of Management and Budget (OMB), Department of the Treasury, and internal management; reports may include monthly Statement of Transactions, Year-End Closing Statement, Undisbursed Appropriations Accounts - Trial Balance, Statement of Differences, Undisbursed Appropriation Account, Report on Budget Execution, and Report of Obligations.
  • reviews the accounting system through periodic checks of the current work, the accounts structure, and the accounting procedures to insure that individual transactions are properly recorded in the accounts.

You may qualify at the GS-510-13 level, you must have: One year of specialized experience equivalent to the GS-12 grade level that demonstrates: or is equivalent in other pay systems that knowledge, skills and abilities to successfully perform the duties of this position. To be credible, this experience must include the following skills and experience:
  • plans, develops, implements, coordinates and manages the entire accounting program
  • manages the interface between agency personnel and key high-level staff members on all accounting related matters; effects appropriate changes and makes recommendations which affect all aspects of the agency system's accounting functions, including organizational cost control, the modification of account structures, reporting requirements, procedural instructions, and matters of similar importance.
  • makes recommendations on the feasibility of establishing or revising operating policies and procedures; directs the development and adaptation of new accounting initiatives such as automated on-line accounting links with Treasury and OMB.
  • conducts day-to-day accounting systems functions.
