Summary

This Position serves as Personnel Security Specialist within the Personnel Security Management Office (PSMO), located at Hanover, MD. PSMO is vested with responsibility for the DoD Continuous Evaluation Program and administration and implementation of the National Industrial Security Program (NISP) on behalf of the Secretary of Defense and other government agencies.

Responsibilities

This position may be filled at either GG-07 or GG-09 grade level, please indicate the grade for which you want to be considered. Incumbent may be advanced non-competitively to the established target grade upon meeting developmental benchmarks, performance requirements, and other requirements, as applicable established for the career program or specifically for the incumbent.
As a PERSONNEL SECURITY SPECIALIST you will be responsible for the following duties:

Performing routine, standardized assignments in support of Continuous Evaluation and Personnel Security Operations.

Participating in the review, validation and coordination of alerts generated by the DoD Continuous Evaluation program.
Utilizing supporting systems to receive alert information, conduct identity resolution, determine if alerts meet established business rule criteria and coordinates adjudicative-relevant and actionable alert information with the DoD Consolidated Adjudications Facility (DoD CAF) and Component security officials.

Reviewing personnel security questionnaires that contain issues concerning national security to include: Allegiance issues; Foreign Influence and Preference issues; Sexual misconduct; Personal Conduct; Criminal Conduct; Alcoholism; Drug Involvement; Financial Irresponsibility; Mental Disorders; and/or Misuse of Information Technology Systems.

Assisting higher-level personnel who are performing Continuous Evaluation and Personnel Security projects in order to develop competence and expertise. Assignments will progress in difficulty as experience is gained.

Receiving formal on-the-job training as well as developmental assignments. Periodically rotates the assignments to develop an understanding of the overall Continuous Evaluation and Personnel Security function.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

Specialized experience required for this position is:

GG-07: Knowledge of an extensive body of rules, procedures, and operations sufficient to perform standard procedures in the performance of such work as extracting information from various sources by considering the applicability of the information and the characteristics quality of the sources. Communicating ideas and analyses orally and in writing.

GG-09: Participating in analysis, review, and evaluation of investigation requests or responses which contain conflicting information or evidence. Prioritizing work and maintaining basic knowledge in spite of changes in procedures. Communicating ides and analyses orally and in writing.

Education

If substituting education for experience, at the GG-07 level, you must possess a bachelor's or equivalent degree. For the GG-09 level, a Master's or equivalent degree or 2 full years of progressively higher level graduate education leading to such as degree or LL.B. or J.D.

Superior Academic Achievement does not apply to DCIPS positions.

If substituting education for experience, transcripts MUST be provided. Failure to provide transcripts will result in you being rated ineligible for this position.
