The Office of Railroad Policy and Development (RPD) manages programs providing Federal assistance to the rail industry, supports the leadership of the Department and FRA in the development of rail policy and the corporate governance of the National Railroad Passenger Corporation (Amtrak) and conducts research, development, tests, and evaluation projects to support the nation's rail system.

Responsibilities

The Supervisory Program Analyst:
  • Advises and assists the Associate Administrator of Railroad Policy & Development (AA of RPD) in directing, coordinating, controlling, and ensuring the efficient and effective delivery of business management support and administrative functions and activities essential to meeting the RPD mission and strategic goals and the corporate management strategies, goals, and objectives.
  • Provides advice, guidance, and support to the AA and Office Directors on the strategic direction of the office and the program management Collaborates with the AA and RPD Leadership Team to develop procedures and guidelines for the administration and management of RPD programs and to ensure the overall accomplishment of RPD performance goals. Advises the AA of strategies for improving RPD business operations and makes changes as necessary in operational procedures and practices.
  • Creates and delivers executive reporting and communications (e.g., presentations, briefing documents, memos and correspondence, along with executive, Congressional, and public reports) that support FRA strategy, reflect the results of all projects and customers in the program, and reports the status of external tasks to FRA leadership
  • Serves as the principal point of contact between RPD and FRA for business operations, management support, and administrative
  • Represents the AA in numerous contacts inside and outside of FRA and DOT regarding assigned sphere of responsibility.
  • Acts for the AA, or acts independently within delegated authority, on all matters within areas of assigned responsibility.

The position is perfect for a senior level professional with experience in communications and strategic advice, business operations, and oversight and management of cross-cutting activities within an organization. Experience in program management and evaluation, strategic planning, and program outreach is also desirable.

CONDITIONS OF EMPLOYMENT:

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include:
  • Experience preparing communication materials, strategic advice, written documents on organizational change, business process improvement and presenting the information to various individuals and audiences.
  • Experience implementing/maintaining operating policies, procedures and techniques for internal and agency programs and
  • Experience developing critical business processes used in applying innovative solutions to make organizational improvements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Administration and Management: Knowledge of planning, coordination, and execution of business functions, resource allocation, and production.
