Summary

As a Project Manager, you will oversee the project management of complex building and/or leasing projects from project identification, through initiation, planning, execution and closeout stages.

Location of position: Public Building Service, Property Management Division, Baltimore Field Office.

We are currently filling one vacancy, but additional vacancies may be filled as needed.

Responsibilities

The major duties of the Project Manager include but are not limited to the following:
  • Leads development of comprehensive and detailed project plans including methodology, resource requirements, timelines, priorities and budget impact.
  • Identifies, manages, integrates and/or adapts resources to achieve project goals while effectively managing scope, schedule and budget for assigned projects.
  • Manages all aspects of the project's finances with the client including preparation, negotiation, presentation, approval, and communication of pricing, occupancy agreements, reimbursable work authorizations, and project budget.
  • Determines project risk and assesses project activities and resources to mitigate risk on behalf of the government.
  • Provides leadership and direction to a wide range of representatives from within and outside the Federal sector during the development and management of complex projects.

If selected, you must meet the following conditions:
  • Receive authorization from OPM on any job offer you receive, if you are or were (within the last 5 years) a political Schedule A, Schedule C or Non-Career SES employee in the Executive Branch.
  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 2 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security's e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
  • Have a valid driver's license
  • The work is primarily sedentary, although there may be some walking or bending involved during construction site visits.
  • Visits to customer agencies, contractors' facilities and construction "hard hat" sites are required. Appropriate safety equipment (e.g., hard hat, safety shoes) will be worn during on-site inspections.

The GS-11 salary range starts at $72,750.00 per year.

The GS-12 salary range starts at $87,198.00 per year.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify for the GS-11 grade level, you must have at least one year of specialized experience equivalent to the GS-09 level or higher in the Federal service.

Specialized experience is utilizing project management practices and tools to manage or assist with construction and/or repair and alteration projects in a real estate environment. This experience must include:
  • Managing projects (balancing scope/quality, schedule and budget) requiring the services of multiple disciplines (i.e., construction, design, IT, telecommunications, interior furnishings, etc.) from project planning phase through financial closeout;
  • Interpreting customer needs and developing them into actionable requirements;
  • Coordinating and balancing project plans, budgets, and schedules;
  • Coordinating and facilitating decisions with multiple stakeholders;
  • Applying procurement knowledge and experience to assist with managing contracts supporting assigned projects; and
  • Participating in negotiations for sound real estate business transactions.

OR

Have 3 years of progressively higher-level graduate education leading to a Ph.D. or a Ph.D. or equivalent doctoral degree. This education provided you the knowledge, skills, and abilities necessary to do the work of the position OR

Have a combination of graduate level education and appropriate experience that together meet the qualification requirements of this position.

To qualify for the GS-12 grade level, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service.

Specialized experience is utilizing project management practices and tools to simultaneously manage multiple construction and/or repair and alteration projects in a real estate environment. This experience must include:
  • Managing projects (balancing scope/quality, schedule and budget) requiring the services of multiple disciplines (i.e., construction, design, IT, telecommunications, interior furnishings, etc.) from project initiation phase through financial closeout;
  • Interpreting customer needs and developing them into actionable requirements;
  • Developing, managing, and balancing project plans, budgets, and schedules;
  • Coordinating and facilitating decisions by managing multiple stakeholders;
  • Applying procurement knowledge and experience to manage contracts supporting assigned projects; and
  • Negotiating sound real estate business transactions.

  • Ability to manage projects impacted by multiple competing priorities and requirements and to successfully integrate these requirements to meet the goals and objectives outlined. Skill in allocating fiscal, staff and time resources to produce maximum results.
  • Skill in assessment and evaluation techniques, cost/benefit analysis, acquisition planning, risk management, knowledge management and forecasting are required.
  • Skills in innovation, business acumen, communication, political and business savvy to be able to facilitate decisions of a large group of people and leadership.
  • Ability to satisfy and support a diverse customer base by working effectively with customers, assessing their needs and satisfying their expectations within sound business practices. Negotiating and balancing between customer objectives and GSA objectives.
  • Knowledge of procurement principles and procedures and of different types of contract vehicles for various goods and services i.e. construction, leasing, design, furniture, IT, etc.
  • General knowledge of real estate processes and programs to include site acquisition, lease procurement, construction management, real estate markets and financial management as it relates to real estate.
