Summary

You will serve as a LEAD GENERAL SUPPLY SPECIALIST in the DIRECTORATE MARITIME OPERATIONS (DMO), LOGISTICS DEPARTMENT (N4), SUPPLY CHAIN MGMT DIVISION (N48) of MILITARY SEALIFT COMMAND.

Responsibilities

  • You will prepare reports and maintain records of work accomplishment.
  • You will analyze, interpret, and discuss the impact of proposed supply policy operational changes issued by higher authority.
  • You will input, receive, and interpret supply transactions essential to the management of resources for logistic support operations.
  • You will analyze supply and logistics reports and systems to determine extent of problems.
  • You will be responsible to ensure that work assigned to the team is carried out in a timely and professional manner in accordance with MSC polices and procedures.
  • You will ensure material readiness for assigned ships to improve execution of integrated logistics support.
  • You will coordinate logistics or material movements to resolve problems related to those movements.
  • You will monitor reports on the status and progress of work.
  • You will support the development and/or interpretation of Logistics Management guidance on program planning, implementation and evaluation.
  • You will support ship live cycle engineering and logistic staffs.
  • You will use a Government Purchase Card to acquire material and services.

  • Incumbent must be able to obtain and maintain a Secret security clearance.
  • This is a bargaining unit position.
  • Travel is required approximately 10% of the time.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.


Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
  • Experience on DoD, commercial or similar supply chain management and third party logistics practices, including: material management, storage, distribution, returns and disposal processes.
  • Experience of NAVSUP and/or DLA or similar supply regulations, policies and procedures in supply specializations (inventory, packaging, storing, distributing, or cataloging).
  • Experience using job-relevant information systems and/or software applications, such as word processing, spreadsheets, power point, automated research tools (i.e. NAVSUP, OTS, FEDMALL, GSA, eRMS, DLA, PIEE, RRAM), database applications (i.e. CMLS, SharePoint, AMS/PMT, N-ERP), and the Internet.
  • Experience in continuous process improvement (CPI) and completion of LSS yellow belt training preferred.
  • Experience of hazardous material storage, packaging, shipping and documentation requirements in government and commercial environments.
  • Experience of Transportation Account Codes (TAC) and tracking of expenditures.
  • Experience with shipboard equipment, equipment maintenance, and associated logistics support requirements.
  • Experience managing programs (i.e. Govt Purchase Card AO, APSR), determination of excess material for offloading.
  • Experience of micro-purchasing procedures and policies utilizing Government Purchase Card to acquire material and services.
  • Experience of Government contracting, policies, procedures, and practices.
  • Experience of MSC's or similar Accountable Property System of Record (APSR), financial management system of record (N-ERP), and supporting asset custody system (Corrective Maintenance Logistics System (CMLS)).
  • Experience of International Safety Management (ISM) system.
  • Experience communicating orally and in writing, to address a wide range of audiences from ship's personnel (masters, chief engineers, supply officers) to senior government management on fleet configuration and logistics support issues.
  • Experience on computer skills sufficient to perform all automated systems and skilled in the use of the Internet and Microsoft Office programs such as Word, Excel, Power Point, and Outlook.
