Summary

This position is located in the Foreign Service Institute's School of Professional and Area Studies (SPAS). The incumbent serves as the Director of the Curriculum and Staff Development Division and reports to the SPAS Associate Dean.

Responsibilities

  • Serves as Director of the Curriculum and Staff Development (CSD) Division. Performs the full range of supervisory duties for CSD staff that consist of trainers, evaluation specialists, contractors, and support staff.
  • As CSD Director, leads efforts of the School of Professional and Area Studies (SPAS) to implement FSI Policies and Standards. Provides policy recommendations to the SPAS Front Office on curriculum development and evaluation.
  • Serves as curriculum design, educational technology, and evaluation Point of Contact for SPAS Leadership. Leads SPAS in the production of annual evaluation plans and reports.

Qualifications

Applicants must meet ONE of the required basic entry qualification requirements described below:

BASIC REQUIREMENTS:

A. Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to this position;

OR

B. Combination of education and experience -- courses equivalent to a major in education, OR in a subject-matter field appropriate to the position, PLUS appropriate experience OR additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above.

IN ADDITION to meeting one of the basic entry qualifications requirements listed above, you MUST have at least 1 year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience is related to the work of the position and equivalent to at least the GS-14 level in the Federal service. Qualifying experience must demonstrate the following:
  • Experience analyzing and briefing senior managers on issues related to curriculum development and evaluation.
  • Experience directing and overseeing the work of teams.
  • Experience in developing evaluation plans and reports.
  • Experience designing adult training courses, modules, and workshops that incorporate education principles and experiential learning techniques.
  • Experience delivering multi-day training courses and overseeing others who deliver multi-day training.

There is no substitute of education for specialized experience for the GS-15 position.

In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:
  • Ability to assign, review, and supervise the work of others;
  • Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
  • Ability to adjust to change, work pressures, or difficult situations without undue stress;
  • Willingness to consider new ideas or divergent points of view; and
  • Capacity to "see the job through."
