Summary

The Information Technology and Communications Directorate (ITCD) at NASA's Goddard Space Flight Center (GSFC) is seeking an experienced IT Program manager to lead Center, Agency and Government wide strategic sourcing initiatives to promote IT accessibility, sustainability, and enterprise efficiency and effectiveness. Responsible for leadership, expert advice, analysis, policy and planning, and project execution for strategic sourcing and Section 508 of the Rehabilitation Act Amendments of 1998.

Responsibilities

  • Provides expert advice and support to the GSFC CIO on IT acquisitions and strategic sourcing and serves as a liaison between ITCD and the NASA IT Procurement office.
  • Leads Government-wide strategic sourcing initiatives;
  • Leads and supports industry and Government teams in conducting analyses, developing goals, objectives, and strategies as they relate to planning and execution of IT acquisition for the Federal Government.
  • Represents NASA and provides leadership in Government-wide IT accessibility initiatives.
  • Serves on Industry and Federal Government advisory boards and panels as a recognized expert on Section 508.
  • Leads Agency Section 508 Program Managers Working Group.
  • Oversees GSFC Section 508 Program; Provides operational support to ensure acquisitions are compliant with Section 508; Identifies opportunities and leads initiatives to improve the accessibility of NASA IT Systems and processes for end users.

Qualifications

You must have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.

AND

You must have IT-related experience demonstrating each of the four competencies listed below.

3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level leading and supporting industry and Federal Government teams in conducting analyses, developing goals, objectives, and strategies as they relate to planning and execution of IT acquisition for the Federal Government; presenting to high-ranking programs throughout the Government in areas of expertise in IT Acquisition and accessibility, and/or presenting findings and recommendations on IT strategic sourcing and related initiatives at national seminars and symposiums; and reviewing complex or unprecedented problems or interrelated issues for accessibility and Section 508 requirements and developing resolutions and/or serving on Industry and Federal Government advisory boards and panels as a recognized expert on Section 508.
