Summary

This position is located in the Office of Nuclear Reactor Regulation (NRR), Division of Advanced Reactors and Non-Power Production and Utilization Facilities (DANU), Advanced Reactor Technical Branch (UART). The supervisor is Michelle Hayes. This position is in the Bargaining Unit. If additional vacancies occur, additional selections may be made.

Responsibilities

The successful candidate will perform the full range of duties as a Materials Engineer/Metallurgist in the Advanced Reactor Technical Branch (UART). Duties may include (but are not limited to) the following:

1. Reviews complex materials engineering or metallurgy-related issues to evaluate implementation of NRC regulations and requirements in the licensing of non-light-water-reactors, including generating safety evaluation reports for topical reports and license applications. Applies risk-informed decision making and performance-based principles.

2. Utilizes technical expertise in the area of materials engineering or metallurgy to develop regulations and regulatory guidance related to high temperature materials and non-light-water reactors.

3. Participates on industry consensus codes and standards committees related to high-temperature materials and evaluates industry codes and standards for endorsement.

4. Provides specialized technical assistance and advice to NRC management and staff and communicates complex materials engineering or metallurgy-related issues with internal and external stakeholders.

5. Utilizes leadership skills to organize, direct, train, and review junior staff activities on the review and resolution of complex technical and regulatory issues. Develops integrated work plans and schedules to coordinate complex, multi-disciplined technical and regulatory activities for various groups, teams, or projects.

6. Additional duties may include serving as a primary liaison for research activities, monitoring international events and operating experience, participating in international meetings, and resolving allegations.

Qualifications

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level (GG-13) in the Federal Service or equivalent experience in the private or public sector.

SPECIALIZED EXPERIENCE is defined as experience that demonstrates use of materials engineering or metallurgy principles as they relate to the evaluation of nuclear reactors. Examples of qualifying experience include (but are not limited to) applying the concepts of physical metallurgy, mechanics of materials, and corrosion degradation mechanisms in reviews of licensee submittals, research activities, industry codes and standards, inspection reports, or enforcement actions.

The ideal candidate will show demonstrated abilities in:

1. Demonstrated knowledge of the principles, theories, and practices of materials engineering or metallurgy in the evaluation of nuclear reactors, particularly as related to high-temperature metals and graphite used in non-light-water-reactors.

2. Demonstrated experience in leading, managing, or participating with others in complex, highly technical research projects or tasks related to materials or metallurgical engineering that utilized risk-informed decision making and sound technical judgement, and led to timely issue resolution.

3. Demonstrated ability to establish and maintain effective work relationships with management and staff, colleagues, and representatives of external organizations.

4. Demonstrated ability to communicate and present technical information clearly and effectively, both orally and in writing.

Education

GG-0801 (General Engineering Series):

Basic Requirements:
    • Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR
    • Combination of education and experience: college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by meeting additional OPM requirements.

Qualification for Metallurgy Series, 1321:

Basic Requirements:
  • Degree: metallurgy or metallurgical engineering that included at least 20 semester hours in metallurgical subjects.

  • OR
  • Combination of education and experience -- courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
