Summary

This position is part of the Organization of the Joint Chiefs of Staff. The incumbent will be responsible for overseeing the application of various research methods to the solution of complex strategic and operational problems across the spectrum of force management.

Responsibilities

As a Supervisory Strategic Analyst at the GS-0301-15 some of your typical work assignments may include:
  • Leads all actions for J-8 involving conventional force structure, operational plans, contingency plans, and strategic operational and tactical military documents.
  • Maintains currency on all past, on-going and future Force Assessment projects, programs and analyses.
  • Establishes measures of effectiveness and develops analytic plans and decision methodologies for completing effective assessments.
  • Applies analysis techniques to compare relative costs of competing alternatives and explores options to build alternatives and offer Joint Staff leadership the opportunity to consider a set of viable options.
  • Gains consensus, finding compromise positions and brokering agreeable decisions from Joint Staff offices and Service representatives.
  • Provides subordinates with technical and analytical assistance in identifying and solving unusually complex problems.
  • Visualizes future analytic directions for the organization in terms of creative new approaches, use of state-of-the-art methods, and determination of staffing and funding requirements to implement visionary ideas and concepts.
  • Organizes and chairs analytic reviews thereby measurably improving the quality of every force management product prior to its release.

Qualifications

You may qualify at the GS-15, if you fulfill the following qualifications:

One year of specialized experience equivalent to the GS-14 grade level in the Federal service:

1. Plans, conducts, and coordinates long term, and far-reaching analyses of current and proposed warfighting strategy, force sufficiency, and the impact of resource allocations on warfighting capabilities.

2. Leads all actions for conventional force structure, operational plans, contingency plans, and strategic operational and tactical military documents.

3. Evaluates current and alternative national military strategies for analytic and strategic issues to include both technical and non-technical solutions in a cost-effective manner.

4. Provides authoritative information to senior key DoD and Military decision makers, in recommending Global Force Management/National Military Strategy and respond to congressional review of military issues.

Substitution of education may not be used in lieu of specialized experience for this grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
