Summary

Within the Bureau of Industry and Security, the Office of Strategic Industries and Economic Security (SIES) is responsible for the direction of the delegated authorities and formulation of programs thereunder. SIES is also responsible for the processing of export license applications for the items transferred from the Department of State's U.S. Munitions List to the Commerce Control List and for coordinating BIS's participation in the Committee on Foreign Investment in the United States.

Responsibilities

The Director serves as the principal advisor to the Assistant Secretary and the Deputy Assistant Secretary on the complex matters relating to defense trade, the defense industrial base, current and emergency plans for the control of production capacity of U.S. industry and emergency preparedness activities delegated to BIS by the Secretary of Commerce and conducted under the provisions of the Defense Production Act of 1950, as amended; the National Security Act of 1947, as amended; the Safe Water Act; the Energy Policy and Conservation Act; the Selective Service Act of 1948; and the Export Control Reform Act; and related Executive Orders.

Responsibilities include:

-Represents the Department on the National Security Council (NSC), Joint Chiefs of Staff, Department of Homeland Security, and other interagency study groups and committees concerned with industrial and preparedness planning.

-Serves as the U.S. Representative on the Industrial Resources and Communications Service Group of the North Atlantic Treaty Organization (NATO), the Department of Commerce representative on the NSC sub-Policy Coordinating Committee on Conventional Arms Trade Policy, and coordinates BIS's participation on the Committee on Foreign Investment in the United States.

-Develops regulatory amendments to the Export Administration Regulations designed to control the production and distribution of industrial materials and products.

-Directs the licensing of exports of items transferred from the United States Munitions List to the Commerce Control List.

-Coordinates overall agency activities with respect to the market impact analysis of acquisition or disposal of stockpile materials and excess defense articles.

-Supervises preparation of the annual report on offsets in defense trade.

-Provides general policy and program direction on matters within the purview of the office.

-Manages the BIS emergency preparedness program.

Qualifications

To meet the minimum qualification requirements for this position, you must show that you possess all of the mandatory Executive Core Qualifications and Professional/Technical Qualifications listed. These qualifications would typically be acquired through education, senior level experience, and training which reflects progressive development and achievement in leading and managing a comprehensive program in a complex organization. An individual's total experience must demonstrate the ability to perform the duties of the position. Applicants must meet all of the qualification requirements by the closing date of this announcement. ECQ narratives must be no more than ten pages total, PTQs must be no more than six pages total.

EXECUTIVE CORE QUALIFICATIONS (ECQs):

ECQ 1 - LEADING CHANGE: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. (Competencies: accountability, customer service, decisiveness, entrepreneurship, problem solving, technical credibility)

ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically.

ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

PROFESSIONAL TECHNICAL QUALIFICATIONS (PTQs):

PTQ 1- Demonstrated experience in managing a complex organization consisting of multiple divisions with various missions.

PTQ 2- Demonstrated experience of emergency planning procedures and theory, to include the mobilization system of resource/claimancy, and international emergency planning for industrial resources, especially with respect to NATO.

PTQ 3- Demonstrated experience with export controls on defense articles, defense industrial base issues and international defense trade, including the Defense Priorities and Allocations System, international defense cooperation programs, defense industrial production, and in the national security review of foreign investment in the United States.

Additional information

Background Investigation: This position requires a Top Secret/SCI security clearance and is designated as special-sensitive, requiring that a background investigation be conducted and favorably adjudicated in order to establish security eligibility.

Financial Disclosure: This position is covered under the Ethics in Government Act, which requires comprehensive financial disclosures from employees. The appointee will be required to file a Public Financial Disclosure Report (SF-278), within 30 days after his/her appointment, and then annually thereafter.

Qualifications Approval and Probationary Period: Persons newly selected for career appointment to the Senior Executive Service must have their executive core qualifications approved by an Office of Personnel Management Qualifications Review Board and will be required to serve a one-year probationary period.

Mobility: Individuals selected for Senior Executive Service positions may be subject to reassignment across geographical, organizational, and functional lines.

Drug Testing: Applicants tentatively selected for employment in any position are subject to designated and/or random pre-employment and employment urinalysis. Applicants who refuse to be tested will be denied employment and/or removed from employment with the Department of Commerce.
