Responsibilities

As a Human Resources Specialist, at the full performance level you will perform the following duties:
  • Perform the full range of employee relations activities in support of management's goal to improve the performance and efficiency of the organization and establish and maintain effective relationships.
  • Provide advice and guidance to employees and managers on difficult issues of program administration, research and case management in matters related to conduct, performance, attendance, and dispute resolution; and
  • Prepare decision statements and recommendations on issuances for executive and managerial consideration.

  • Probationary Period: This is a full-time permanent position (Career/Career-Conditional appointment). Upon appointment to this position, you may be required to serve a one-year probationary period.


Qualifications

You qualify for the GS-07 grade level if you possess one of the following:

Experience: One (1) year of specialized experience at the GS-05 grade level or equivalent performing duties such as:
  • Providing basic knowledge of employee relations principles, laws, and regulations sufficient to managers and employees about common issues or problems such as routine leave, attendance questions or disputes and the grievance process.
  • Gathering and analyzing basic facts; and
  • Researching the basic laws, regulations, and precedents for guidance on employee benefits issues. OR

Education: A bachelor's degree with Superior Academic Achievement or 1 academic year of graduate education. To qualify under Superior Academic Achievement, you must have completed the requirements for a bachelor's degree with a grade point average of 3.0 or higher on a 4.0 scale, class standing in the upper third of a graduating class or major subdivision, or membership in a national scholastic honor society. OR

Combination of Education and Experience: A combination of successfully completed post-high school education and experience. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application.

You qualify for the GS-09 grade level if you possess one of the following:

Experience: One (1) year of specialized experience at the GS-07 grade level or equivalent performing duties such as:
  • Providing advanced knowledge of employee relations principles, laws, and regulations and a wide range of analytical and evaluative techniques sufficient to identify, consider and advise managers and employees about relatively common issues or problems.
  • Researching applicable laws, policy, and agency precedent and in applying fact­finding techniques to gather clear-cut information and/or evidence specific to assigned cases.
  • Ability to perform management advisory services for specific requests related to immediate problems of limited scope. OR

Education: A master's (or equivalent graduate degree such as a L.L.B/J.D.) or 2 academic years of progressively higher level graduate education leading to such a degree. OR

Combination of Education and Experience: A combination of successfully completed post-high school education and experience. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application.
