This is not a full-time telework position. The selectee will be expected to report to the U.S. General Services Administration, Office of the Chief Information Security Officer (CISO) and reports directly to the CISO.

Location of position: 1800 F Street, NW, Washington, DC 20405.

Responsibilities

The Division supports consolidating Identity Credential, and Access Management (ICAM) related capabilities to focus on improving ICAM coordination and governance across GSA IT and development/delivery of enterprise certificate and key management capabilities. The Division is also responsible for managing Cyber Supply Chain Risk Management (SCRM) assurance for GSA IT and supports agency-wide Cyber SCRM activities.

As a Supervisory IT Specialist, the incumbent serves as Director of the ICAM Shared Services Division. The Division supports consolidating Identity Credential, and Access Management (ICAM) related capabilities to focus on improving ICAM coordination and governance across GSA IT and development/delivery of enterprise certificate and key management capabilities.
  • Responsible for the day-to-day personnel management and operations of the division to ensure productivity and efficient use of resources, sets and adjusts short-term priorities; perform hiring, performance management, mentorship, coaching, recognition, and leave approval for government personnel.
  • Manages the ICAM Program within the ICAM Shared Services Division, including development of any related policies, procedures, and processes.
  • Provides supervision and oversight of activities of the ICAM Shared Services Portfolio, including overseeing any related project activities and coordinating with associated stakeholders. Provides enterprise oversight for Identity Management, guiding solution architecture in support of all GSA infrastructure and application requirements. Provides expertise on ICAM Governance, defining and documenting standards and policies. Represents the organization on technical matters involving ICAM within and external to GSA IT.
  • Leads development, implementation, and Monitoring of IT Security, SCRM policies, procedures, and guidelines and provides guidance to team members.
  • Researches and evaluates current policies, procedures and guidance for use in SCRM and develops guidance which establishes overall objectives for the organization. Continually evaluates SCRM initiatives and measures the effectiveness for attainment of objectives. Recommends necessary changes or modifications in guidance where deemed appropriate.
  • Serves as a liaison to senior leadership within the agency to convey information regarding enterprise application activities, policies and goals; to clarify procedures; and to interpret directives and/or other governing regulations as needed. Reviews and/or prepares highly technical reports and/or papers on important and extremely complex matters which influence not only the immediate work group, but which have widespread impact in term of current and/or future programs.

If selected, you must meet the following conditions:
  • Receive authorization from OPM on any job offer you receive, if you are or were (within the last 5 years) a political Schedule A, Schedule C or Non-Career SES employee in the Executive Branch.
  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 5 investigation level). You must be granted this clearance before you can start the job.
  • Have your identity and work status eligibility verified if you are not a GSA employee. We will the Department of Homeland Security's e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
  • Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position.
  • Serve a one year supervisory or managerial probationary period, if required.
  • Submit to periodic and random drug testing where a urinalysis will be used to screen for illegal drug use. A negative test result is required before you start work.

The GS-15 salary range starts at $144,128 per year.

To qualify, you must have the IT-related experience demonstrating EACH of the four competencies AND at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service.

  • SPECIALIZED EXPERIENCE:

    In addition to the Basic Requirements listed above, you must have one year of specialized experience equivalent to the GS-14 in the Federal service. Specialized experience is defined as experience leading matrixed teams of government and contractor staff in managing an Identity Credential, and Access Management (ICAM) program with a variety of technologies supporting diverse business organizations; implementing Commercial Off the Shelf Software (COTS) Identity Management and Privilege Management solutions, cloud, open source and emerging technology solutions and initiatives, following IT security policies, that make the agency more effective and efficient in supporting its customers; provides leadership in developing, implementing, and monitoring IT Security, Supply Chain Risk Management (SCRM) policies, procedures, and guidelines and provides guidance to team members and conducting life-cycle cost studies, budget formulation, acquisition management and performance management of application development, operations and maintenance.
