Summary

As a Program Manager/Product Owner, you will manage and provide oversight in the development and preparation of functional requirements for the Integrated Award Environment (IAE) portfolio of government-wide systems which support the federal award lifecycle. The position is located in the Federal Acquisition Service (FAS) Office of Systems Management (OSM) at 1800 F ST NW, Washington, DC

Responsibilities

As a Program Manager, you will be responsible for the following duties:
  • Provides guidance and oversight for defining functional user requirements for all government-wide award systems.
  • Provides support to the Contracting Officer in monitoring contractor performance, acceptance testing and implementation of functional requirements; provides documentation to support approving invoices, tracking expenditures, approving deliverables.
  • Liaises with OCIO regarding the assignment of end user IDs and passwords and permission levels in line with business system access management policies.
  • Conducts analysis and evaluates on a quantitative/qualitative basis the effectiveness of program operations in meeting established goals and objectives.

  • The GS-14 salary range starts at $122,530.00

    To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service.

Qualifying experience should reflect responsibility for program oversight, which included planning, directing, and managing responsibilities for programs such as project management, contracting, architectural and engineering programs and services

  • Knowledge of business management theories and practices sufficient to lead and direct initiatives for major projects from the preliminary planning phase throughout the entire project life cycle.
  • Knowledge of business process improvement and ability to develop new theories or hypotheses for the root cause of suboptimal processes and formulate innovative solutions.
  • Ability to determine objectives and strategies; coordinate with other parts of the organization to accomplish goals; monitor and evaluate the progress and outcomes of operational plans; anticipate potential threats or opportunities; expert knowledge of project management techniques and practices; highly-developed analytical capabilities and the ability to execute a wide variety of problem-solving techniques.
  • Skill in detecting problems or potential problems, and ability to evaluate and propose appropriate modifications to IT systems.
  • Mastery of oral and written communication techniques.

  • College transcripts: If you are using some or all of your college education to meet qualification requirements for this position, you must submit a photocopy of your college transcript(s). If selected, an official transcript will be required prior to appointment. For education completed outside the United States, also submit a valid foreign credential evaluation that substantiates possession of the required education.
  • Superior Academic Achievement: Submit transcripts as described above. If you qualify based on your class rank or honor society membership, submit documentation of it.
