Description The Senior Human Resources Specialist will support the Marine Forces Cyber Command (MFCC) with federal government level management and technical expertise in Quantico, VA. Duties and Responsibilities Provide cyber human resource specialist support to assist in documenting federal positions supporting the Joint Force Headquarters (JFHQ)-Cyber. Write 186 civilian Position Descriptions (PDs) for the GS and GG civilian growth. Provide completed PDs, 12 per month, to include having them successfully classified by Human Resources and Organizational Management-Headquarters Marine Corps (HROM-HQMC) section and obtaining a PD number on the Form OF-8 for advertising over USA Jobs. Assess and advise on the impact of proposed reorganizations and recommend alternative structures. Conduct on-site or telephone audits and prepares written evaluation statements as required. Interpret position classification and position management principles, practices, and criteria for application to management requests. Serve as a technical expert on classification matters to the G1 section on program requirements and practices. Advise and assist with classification appeal procedures with Human Resources and Organizational Management Civilian Workforce Management Branch (HROM-MPC) at HQMC, and assure that appeal packages comply with DOD/OPM requirements. Advise on organization structures, classification changes, position/employee impact and related actions to assure regulatory compliance prior to implementing new structures. Shall anticipate problems that evolve from the complex and dynamic nature of organizations serviced and provides innovative solutions that accommodate MFCC needs without compromising fundamental personnel management principles. Knowledge, Skills and Abilities Knowledge of a wide range of Human Resources (HR) concepts, practices, laws, regulations, policies, and precedents sufficient to provide comprehensive HR management advisory and technical services on substantive organizational functions and work practices. Knowledge of analytical, qualitative, and quantitative techniques sufficient to identify, evaluate, and recommend appropriate HR interventions to resolve complex interrelated HR problems and issues. Written and oral communication techniques sufficient to develop and deliver briefings, project papers, status/staff reports, and correspondence to Marine Forces Cyber Command (MFCC) Staff to foster understanding and acceptance of findings and recommendations. Have a full understanding of developing and writing PDs and understand classification standards for DoN/USMC and provide technical input as appropriate in resolving potential conflicts with classification principles and practices. Have comprehensive knowledge of position description and classification to assist in requirements generation for personnel needs. Apply a comprehensive knowledge of classification and position description concepts, thorough understanding of assigned organizations, sound working knowledge of other personnel fields, and broad human resource management knowledge and/or present recommendations from a comprehensive management standpoint. Have expert knowledge in a variety of classification programs including Fair Labor Standards Act (FLSA), Environmental Differential Pay (EDP), Hazard Pay, Locality Wage Survey, draft classification standards, competitive level descriptions, and various other initiatives. Ability to input and retrieve data from Defense Civilian Personnel Data System (DCPDS) and ensure accuracy of organization and position data, and initiate corrective action when necessary. Security Requirements The selected individual must be able to successfully pass a background and drug screening as a condition of employment. The selected individual may/will be subject to a Government security background investigation and must meet eligibility and suitability requirements. Clearance level requirement may be subject to change at the government's discretion. In this event, you will be required to obtain and maintain a required Secret Clearance or higher for the duration of your employment. A Counterintelligence (CI) Polygraph may be required for one of the government locations. Incumbent may be selected at a higher or lower clearance level as specified by any change made by the Government. Educational / Work Experience Bachelor's Degree in position tasks areas and 3 years of HR experience; or a master's degree in HR management and two years of experience in the HR field; or seven years of experience in the HR field; or any similar combination of education and experience.
