For additional information about our agency please: Click Here Learn more about this agency Responsibilities This Program Analyst position is located in the Chief of Staff Office, Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to: Independently defines and generates recommendations for acquisition strategies and/or plans by conducting research (regulations, directives and polices), evaluations, and requirements based upon organizational needs. Recommends needed structure and/or workflow for effective operations and service delivery; and assists in developing recommendations for an overarching procurement strategy that aligns with the Transportation Security Administration (TSA) strategic plans and visions. Responsible for multiple programs or projects and must regularly perform analyses and evaluations which may have impact across program lines. Evaluates all aspects of new and/or established programs to include program objectives, policies, work operations and progress, resource requirements and utilization. Serving as Contracting Officer Representative (COR) on Direct Reports (DR) and assigned contract(s) and Interagency Agreements working in collaboration with other DR or TSA CORs, ensuring alignment between acquisition strategies, cost estimates, and contracting outcomes Ensuring strategies provide the full range of DR operations in support of the designated requirement, while maintaining alignment with federal, DHS, and TSA policies and guidance. Maintaining oversight of contract and/or procurement matters, ensuring the effective use of internal controls; recommends changes when deficiencies are identified, and acquires and allocates resources to accomplish activities within established schedules and budgetary requirements. Providing technical advice and guidance to DR subject matter experts and functional leads on contracting and acquisition matters, not limited to acquisition policy, evaluation methods, and contract oversight procedures and controls. Qualifications Specialized Experience Statement: To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H Pay Band or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience includes: Experience monitoring and tracking project progression and the execution of project funds; and Experience providing advice and guidance to managers regarding acquisition procedures and developing contract documents; and Planning or coordinating business and administrative services by supporting one or more of the following: information technology, finance or financial administration/planning, procurement or contract administration. Note: For positions requiring positive education requirements, or if you are using education to meet all or part of the qualification requirements, you MUST submit a copy of your transcripts or an itemized list of college courses from an accredited college or university, which includes equivalent information from the transcript (course title, semester/quarter hours, and grade/degree earned) in your resume. Comprehensive knowledge in the areas of Program/Acquisition Management; to include, but not limited to requirements management, creating and managing statements of work, statements of objectives, and performance work statements; creating and ensuring independent government cost estimates are completed and validated; informing acquisition plans and strategies and life cycle cost estimates, preparing investment exhibits required by OMB, DHS, or TSA, and completing and maintaining required training and certification.
