Minimum Qualifications:

Graduation from an accredited college or university with a Bachelor's degree in Information Systems Management, Business Administration, Public Administration or Transportation. A minimum of four (4) years experience in all aspects of radio, AVL, and computer system troubleshooting, repair, and installation.

Or, an equivalent combination of post-high school education and a minimum of six (6) years of progressively responsible experience in all aspects of radio, AVL, and computer system troubleshooting, repair, and installation.

License:

Possession of, or ability to obtain, a District of Columbia, Maryland, or Virginia motor vehicle operator's license issued from state of residence.

Medical Group :

Satisfactorily complete the medical examination for this position, if required. The incumbent must be able to perform the essential functions of this position either with or without reasonable accommodations.

Ability to perform strenuous physical tasks, i.e., frequently lifting of objects weighing up to 50 pounds and occasionally, to 75 pounds.

Mission Essential Designation

In accordance with the Washington Metropolitan Area Transit Authority's Continuity of Operations Plan (COOP) this job has been identified as critical to mission essential functions. Incumbents in this role may be required to report to or continue to work in the event of authorized office closings or service suspensions due to severe weather, natural disaster, fire, operational emergencies or related events.

Job Summary/Duties:

Under limited supervision, administers all aspects of the 490 MHZ trunked Comprehensive Radio Communications System (CRCS) supporting the Metro Transit Police Department (MTPD), Metrobus Services, Metrorail Services and various maintenance disciplines, and the Automatic Vehicle Location (AVL) system supporting Metrobus Services. Employee plans and coordinates system utilization, and performs growth analysis and capacity planning. Employee performs systems and applications analysis to produce a variety of innovative solutions to complex problems. Performs installation, maintenance, training, and user support, as required. Employee has considerable latitude for independent judgment and action within established guidelines. Employee is supervised by the Supervisor (Area), Communications.

Responsible for managing the CRCS Fleet Map talk group matrix, Console Fleet Map, Install Records, and the Fleet Map partition table. Manages and creates talk group and individual ID's according to the parameters of the SmartZone configuration for departmental distribution.

Responsible for complex implementation and maintenance activities that enhance the integrity, security, and performance of the CRCS and AVL operating environments. Responsible for network fault management.

Provides expert level diagnosis and correction of system problems. Develops problem diagnosis and correction documents.

Assigns alias to console talk groups as well as portable and mobile units. Coordinates the implementation of database and server software upgrades.

Performs software upgrades of all applications in the CRCS and AVL systems, including the Zone Controller as prescribed by the vendor.

Designs and manages database and server archiving and back up processes. Performs backups and occasional file restorations (recovery).

Develops processes for projecting database growth to plan and meet future needs.

Develops system performance monitors and diagnoses system performance problems.

Develops tests and executes processes for recovering the databases in the event of corruption.

Develops processes for projecting database growth to plan and meet future requirements. Performs system tuning and capacity planning - monitors the system logs, network connectivity and performance, and system resources (such as disk space).

Develops disaster recovery plans and maintains system backups. Assists in testing disaster recovery procedures. Executes the disaster recovery plan as directed by management.

Responsible for adding and removing user groups.

Performs diagnostic work of a complex nature to determine causes of equipment malfunctions and performs assigned repair work necessary to restore equipment to service.

Attends assigned on-the-job and formal training classes; provides technical assistance to subordinate personnel in their work assignments.

Operates an Authority vehicle between work areas, as necessary.

Works various assigned shifts based on a seven-day, twenty-four hour schedule.
