MINIMUM QUALIFICATIONS

Education
  • Bachelor's degree in Operations Management, Transportation, Business, or related field

Experience
  • Minimum ten (10) years of overall career experience working in High Reliability Operations, to include five (5) years of that experience specific to supporting railroad/transit operations
  • Specific RWP experience to include developing and implementing on-track safety procedures that encompass working limits, train coordination, foul time, exclusive track occupancy, inaccessible track, train approach warning systems
  • Proven experience developing, implementing, and overseeing compliance of RWP manuals is considered essential
  • Minimum five (5) years staff management experience, with skillset and experience required to build, develop, and lead teams; prepare and facilitate structured, results driven committee meetings
  • Blue Signal Protection experience to include developing and implementing practices to protect employees engaged in the inspection, testing, repair, and servicing of rolling equipment

Certification/Licensure
  • Required to attend and successfully pass RWP training within six (6 months) of hire and to maintain RWP Qualification as a condition to perform core job duties

Preferred
  • Demonstrated leadership experience working in any variety of high reliability operations, railroad, or transit operating departments

SUMMARY

The Director, of Safety Operating Practices is a forward-looking leader that delivers on the effort to refresh Metro's Safety Rules and Procedures Handbook in alignment with the current operating environment, industry best practices, company policy, and regulatory requirements, in support of the implementation of a Safety Management System (SMS). The incumbent is highly experienced in leading an Operating Practices team in support of transit or railroad operations; managing rules committees; writing and revising rules, processes, and procedures; and implementing efficiency and proficiency testing programs. Additionally, the Director is regarded as a subject matter expert with hands-on experience in the areas of Roadway Worker Protection (RWP), Electrical Safety Protocols, and Blue Signal Protection.

ESSENTIAL FUNCTIONS
  • Determines the vision for establishing Metro's Safety Operating Practices Team to include building the team, setting priorities, tactical planning, reporting on progress, and utilizing data analysis to measure effectiveness.
  • Oversees (and performs when needed) the review, edit, and re-write of rules, procedures and associated content related to transit/railroad rulebooks, especially Operating, Electrical Safety, RWP, and Blue Signal Protection manuals.
  • Serves as the chair of the Metro Safety Standards Committee. Oversees the preparation of the agenda; leads and facilitates the interdisciplinary safety standards committee in a manner that is efficient, organized and drives decision-making and results.
  • Applies problem-solving abilities to resolve issues related to rule and procedural conflicts, varying interpretations, ambiguity, and other issues.
  • Serves as the contract manager for third-party support, tasked with assisting with the effort to refresh the Metro Safety Rules and Procedures Handbook. Establishes an operating rhythm that ensures content stays current and continuously improves as lessons are learned in the field during implementation.
