This position is located in the Department of Homeland Security (DHS), United States Coast Guard, Force Readiness Command (FORCECOM), Training Division, Training Center Yorktown, Marine Environmental Response (MER) School in Yorktown, VA.

Responsibilities

This position will serve as an instructor at the Marine Environmental Response (MER) School and is primarily responsible for training and instructional development of the senior officer courses and also provides training and instructional support for environmental response.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

  • Developing specific content for the course material and adapting courses as needed in response to changes in subject matter, student needs, technology changes or other new developments.
  • Implementing technological and policy changes into courses by updating the curricula, creating new, or making updates to course material, or utilizing new training aids and instructional methods.
  • Evaluating and introducing alternative training delivery systems to enhance proficiency while minimizing time and cost, and applies his/her advanced comprehensive knowledge of Coast Guard Sectors, Coast Guard authorities, crisis management response, authorities, jurisdictions, concepts and methodologies.
  • Writing original text/test material by conferring with subject matter specialists and by researching technical publications on the information to be used.
  • Providing guidance to subject matter specialists on the format and design of the courses.

Qualifications

To Qualify for the GS-12 Grade Level: Applicants must have one year of specialized experience equivalent to at least the GS-11 in the Federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

Examples of qualifying specialized experience include: Developing course content and implementing subsequent modifications via consultation with subject matter experts; coordinating the efforts of multiple participants when initiating, developing, implementing and modifying training curricula; investigating new concepts and technologies to determine their application to current training courses; researching and examining regulations and policies and, if necessary, developing new training approaches and methodologies; identifying and integrating multiple phases of training activities; providing instructional support; etc.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

  • Skill in writing new or rewriting existing training materials and rewriting existing training materials
  • Ability to serve in an advisory capacity for matters that effect the content of training courses.
