Summary

The incumbent serves as the Assistant Inspector General for Investigations (AIGI) for the U.S. AbilityOne Commission-Office of the Inspector General (OIG), Office of Investigations, an independent Federal agency pursuant to Sec. 6 (e) of the IG Act of 1978, as amended. The IG is a separate agency and, as the head of the office, the IG has the functions, powers, and duties of an agency head or appointing authority for the OIG.

Responsibilities

Duties include but are not limited to the following:
  • Responsibility for the overall management of the day-to-day nationwide management, control, planning and oversight of the OIG investigative mission
  • Supervise staff, including substantial coordination and integration of a number of major work assignments, projects or program segments of professional, technical, investigative or administrative work
  • Serve as a subject matter expert of the IG Act as it pertains to investigations as well as rules of ethics, criminal law enforcement and procedure, related to and resulting from investigations
  • Participate in the long-range investigative program planning, policy, program development, and management of all investigations (criminal and non-criminal).
  • Oversee and manage investigative software and databases, including the hotline and case management system
  • Manage program resources to ensure comprehensive coverage of investigative programs and operations
  • Supervise and direct the preparation of reports to the Inspector General on conditions disclosed by investigations of allegations and makes recommendations regarding their ramifications, correction, and further prevention
  • Oversee and manage investigative software and databases, including the hotline and case management system
  • Represent the OIG in discussions and negotiations with internal/external attorneys or others outside the Agency on a wide range of issues arising from investigations, requiring expert-level knowledge and experience with criminal procedure, U.S. Code, Javits-Wagner-O'Day Act, and other legislation relevant to the Agency
  • Responsible for ensuring DOJ, legal, and CIGIE standards are adhered to in the investigative program, and for maintaining standards for peer reviews and other quality assurances reviews
  • Make workload determinations, prepare justifications, and recommend priorities for long-range planning, annual budget, and annual investigative program to provide appropriate investigative coverage of programs and operations of the Agency
  • Coordinate work with other OIG leaders and executives to assure maximum efficient use of staff resources in review of agency program operations

Qualifications

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience as described:

To qualify as Assistant Inspector General for Investigations, GS-1811-15, you must possess at least one (1) year of specialized experience equivalent to at least the GS-14 grade level in the Federal service, experience could have been gained in non-federal opportunities.

Examples of specialized experience may include: planning, implementing, and guiding a national investigative program involving judicial processes, criminal statutes, rules of evidence, precedent court decisions, legal aspects of investigations, investigative techniques, elicitation and questioning techniques, and questioned documents; Serving as a senior agent responsible for planning and directing broad investigations of national or international scope; Providing administrative and technical supervision over a staff of journey level criminal investigators; Planning, organizing, administering, and coordinating the full spectrum of investigative activities; Representing the organization as a recognized authority in the investigations field in conferences, meetings, and presentations involving issues of considerable scope and importance.

ALSO:

The Assistant Inspector General for Investigations is required to have successfully completed the Criminal Investigator Training Program at the Federal Law Enforcement Training Center (FLETC), Glynco, GA, or equivalent, and to have significant relevant experience in conductingcriminal investigations.

TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09is required to meet the time-in-grade requirements for the
GS-11 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade if you are a current permanent Federal employee. No award SF-50 will be accepted).

Physical Demands: The work requires considerable and strenuous physical exertion, such as standing, walking, running, and driving for long period of time. The work can require frequent and recurring surveillance and the need to remain in one location for many hours without relief.
