Responsibilities

As a Program Analyst (GTR), you will:
  • Conduct detailed analyses (qualitative and quantitative) of complex functions and work process of technical assistance programs and make recommendations for improvement in the effectiveness and efficiency of work operations.
  • Apply experience with HUD-administered programs to design, review, and manage technical assistance work plans in coordination with HUD program offices, e.g., Public and Indian Housing, Housing, Fair Housing Equal Opportunity, Community Planning and Development, and Policy Development and Research.
  • Identify and develop data requirements for use in the management and direction of programs.
  • Monitor grantees' performance, including progress against the approved work plan, performance schedules, and budget.

This position is located in the Office of Community Planning and Development (CPD). CPD seeks to develop viable communities by promoting integrated approaches that provide decent housing, a suitable living environment, and expand economic opportunities for low and moderate-income persons. The primary means toward this end is the development of partnerships among all levels of government and the private sector, including for-profit and non-profit organizations.

The official duty station for this position will be in Washington, DC. Failure to report to duty at this location may be grounds for a disciplinary action, including removal.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12grade level in the Federal service. Specialized experience for this position includes:

- Working with one or more of HUD's major programs (specifically, Community Planning and Development (CPD), Public and Indian Housing (PIH), Housing, Fair Housing and Equal Opportunity (FHEO), or Policy Development and Research (PDR)); AND
- Making determinations and recommendations involving a wide range of policies, procedures, and strategies; AND
- Performing research and analysis to evaluate qualifications and operations of grants or cooperative agreement awardees or contractors; AND
- Implementing policies, procedures, instructions, or management information systems.

This is a term position. A term position does not confer eligibility for transfer to another agency. A term employee does not acquire competitive status or eligibility to be converted to a career conditional appointment, nor is the time served under a term appointment creditable toward career tenure. A term appointment carries no implied or specific commitment of consideration for, or placement into, a permeant appointment.

The employment of a term employee ends automatically at the expiration of his or her term. Term employees, who were previously in a career or career-conditional status, will not automatically be able to return to their career or career-conditional position once the term is over; they may, however, reapply for the career or career-conditional position if it is available.

- A one year trial period may be required.
- Must successfully complete a background investigation.
- Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency
- If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
