Summary
This position is located in the VA Mid-Atlantic Health Care Network (VISN 6), within Salem VAMC. The employee serves as a federal police officer performing law enforcement duties pursuant to Title 38 USC § 902. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/04/2021.
You may qualify based on your experience as described below:
GS- 06 grade level: One year of specialized experience (equivalent to the GS-05 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: knowledge of a body of basic laws and regulations, law enforcement operations, practices and techniques; responsibility for maintaining order and protecting life and property; experience in investigating crimes, interrogating suspects, and taking statements from witnesses and have arresting authority.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Specialized experience must have included active arrest authority and firearm proficiency with a license to carry; experience as a security guard or corrections officer is generally not qualifying.
Selective Placement Factor: Candidates must have at least one year of full-time certified law enforcement experience with full arrest authority and graduation from an accredited military or civilian police academy.
You will be rated on the following Competencies for this position:
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: Must be physically fit and agile in order to perform foot patrol and pursue persons on foot over/around rough and/or slippery terrain or obstacles and up and down stairs. Must successfully complete annual agility testing in order to retain position. The officer is to respond to situations involving physical attack against themselves or others by dangerous/armed individuals. The officer is to respond to medical emergencies and carry heavy equipment, carrying/restraining patients who may be unconscious/aggressive, out-of-control persons under drugs or alcohol influence, or other individuals threatening or capable of inflicting severe bodily harm. He/she is required to have unusual physical ability to control and maintain a safe and secure environment for the patients, visitors, and employees of the facility. Must be capable of lifting heavy objects; carrying or moving heavy or unwieldy objects; crouching, crawling and kneeling during pursuit or search; and detaining suspects or defending oneself or others against attack. Heavy lifting and carrying (45 pounds and over), Straight pulling (half hour), pushing (half hour), pulling hand over hand (half hour), reaching above shoulder, use of fingers, both hands and legs, walking (12 hours), standing (12 hours), crawling (half hour), kneeling (half hour), repeated bending (half hour), climbing (half hour), operation of a Cushman, ability for rapid mental and muscular coordination simultaneously, near and far vision, both eyes, depth perception, ability to distinguish basic colors, hearing without aid, and emotional stability under stress are required for this position.
