As aSPECIAL SECURITY REPRESENTATIVE you will be responsible for the following duties:

- Serves as Assistant SSO, responsible for supporting the SSO in administering the overall SCI security program for DCSA. Provides advice and recommendations to improve the effectiveness and efficiency of SCI security operations, assists in the development and administration of policy concerning the utilization and protection of all special access and SCI security information and materials affecting the national defense from unauthorized disclosure or sabotage.

- Interprets SCI regulations and directives for application of relevant guidance to all DCSA SCIFs, SCI accessed personnel, and SCI data held by DCSA.

- Supports SSO in the collaboration with other cognizant SSRs to gain and maintain proper facility accreditations.

- Present SCI indoctrination briefs to personnel who are newly approved for SCI access to ensure awareness of their responsibilities concerning SCI security procedures. Prepares and presents defensive security and risk of capture briefings to SCI cleared personnel who travel abroad.

- In the absence of the SSO, represent DCSA in classified activities requiring the detailed knowledge of SCI programs and activities.

- Assist in the development and presentation of SCI security education, training, and awareness briefings to DCSA civilian, military, and contractor personnel who possess SCI access under DCSA cognizance.

- Assist SSO in the conduct of preliminary inquires and subsequent investigations of reported SCI security incidents. Summarizes details of the incident and provide preliminary recommendations relevant to the assessment of damage to national security. Prepares and reviews preliminary reports of investigations for SSO review.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

Specialized experience required for this position is:
  • Supporting the day-to-day management and implementation of an organization's Sensitive Compartment Information (SCI) security program to include all matters related to handling and safeguarding of classified SCI information; planning, coordinating, developing and implementing security and intelligence programs.
  • Assisting in the development of agency SCI security operating procedures, evaluating the effectiveness and efficiency of special security programs and operations, providing strategies for agency compliance, vulnerability mitigation, program development, budget execution, and facilitating resolution of problems or vulnerabilities.
Specifically you will b e evaluated on the following competencies
1. Personnel Security - Apply personnel security principles and methods to process initial investigations, clearances, periodic re-investigations, and clearance upgrades/downgrades, suspension, revocations, terminations, reinstatements and to complete the adjudication, and appeals processes. Evaluate internal and external security clearance requests and ensures applicant's actions are consistent with regulatory requirements. Analyze and report on clearance and appeals findings to senior security officials and makes appropriate notifications.

2. Physical Security - Apply requirements for addressing the general physical protection of personnel, installations, facilities, information, operations, and related assets.

3. Program Security - Employ an array of traditional, acquisition and security measures to sustain secrecy of highly sensitive United States Government programs and/or activities. Prevent unauthorized disclosure of national security program information throughout the program lifecycle.

4. Accountability - Fosters and ensures an environment that administers all resources in a manner that instills public trust while accomplishing the mission. Monitors progress and evaluates outcomes to improve organizational efficiency and effectiveness. Holds self and others accountable for measurable high-quality, timely, and cost-effective results. Determines objectives, sets priorities, and ensures sound management processes and procedures are in place, ensuring that national interests are well served. Accepts responsibility for mistakes. Complies with established control systems and rules.

5. Strategic Thinking - Formulates objectives, priorities, and implements plans consistent with the long-term interests of the organization in a global environment that takes into consideration the environment, resources, capabilities, constraints, and organizational goals and values. Capitalizes on opportunities and manages risks and contingencies, recognizing the implications for the organization and stakeholders.

DCSA, as a newly designated Defense Agency is undergoing a multi-year transformation that includes a significant expansion of predecessor agencies' authorities and responsibilities. Mission accretion and associated growth in personnel and resources requires deliberate coordination and planning across operations and support activities to achieve effective outcomes while simultaneously establishing and integrating new activities, initiatives and projects. The new organization will be comprised of nearly 13,000 government and contractor personnel operation throughout the United States and overseas supporting stakeholders across the federal government.
