Responsibilities

  • Position serves as the Chief of Staff for the J9 Research and Development Directorate and a senior level manager reporting directly to the Director/Deputy Director, J9.
  • Manages the Director?s staff in responding to strategic, administrative and technical requirements concerning the agency?s key/essential mission enabling functions.
  • Directly responsible for the efficient and timely coordination of major staff actions and events.
  • Ensures that actions are consistent with overall Director?s vision, mission, direction and resources.
  • Leads and orchestrates meetings and conferences to ensure that stated and implied goals are achieved and appropriate follow-on actions are completed.
  • Advises Director on relevant matters (e.g. plans, initiatives, issues, futures, and policies).
  • Performs supervisory responsibilities and assigns work based on priorities, difficulty of assignments, and capabilities of the team.
  • Oversees development, execution, evaluation and improvement of assigned programs

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position has been designated ?Mission Essential?. In the event of severe weather conditions or other such emergency type situations, the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work for this position. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled. The specialized experience required for this position includes one year equivalent to at least next lower grade level managing administrative operations to include budget formulation and execution, human resource management, procurement and contracts, information technology support services, internal review controls, facilities and operations; preparing and justifying long-range (5 year) and short-range planning decision-making and guidance in accordance with broad agency program policies and objectives; negotiating and influencing budgetary expenditures and acquisition of multi-million dollar, highly complex mission-essential contracts supporting research and development programs and/or Federally Funded Research and Development Center; working with diverse internal and external stakeholders, government agencies, and other entities to execute programs and projects and negotiate mutually agreeable goals; and experience supervising administrative teams and/or personnel, determining professional development needs and assessing employee performance.

This definition of specialized experience is typical work performed at the next lower grade level in the federal service (GS-14).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

  • Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
