Summary

The U.S. Census Bureau is seeking a highly-motivated and capable executive to serve as the Chief, Systems, Data Analysis and Business Solutions Division (SDB).

This position is a Senior Executive Service (SES) career-reserved position. Positions in the SES are not graded. SES pay is commensurate with qualifications. SES employees are eligible for bonuses and awards based on performance. Veteran's preference is not applicable to SES.

Responsibilities

As the Chief, Systems, Data Analysis and Business Solutions Division (SDB), you will:
  • Serves as a top technical expert in financial and operating data analysis.
  • Develop unique analyses in order to provide expert recommendations for new or reengineered processes which will result in more efficient utilization of Bureau resources, cost savings, or risk mitigation and avoidance.
  • Provide technical policy, procedure, guidance, and leadership on overall business processes within the OCFO area or related to Bureau's financial goals and resource allocation needs.
  • Conduct and participate in senior level decision-making sessions to determine and implement resolution of problems. Collaborate with senior officials at the Department of Commerce to coordinate matters related to fiscal and operational data.


Travel Required

Occasional travel - Travel may be required to attend or present at meetings or conferences on topics relevant to the U.S. Census Bureau's mission.

Executive Core Qualifications (ECQs):

Professional and Technical Qualifications (PTQs):

PTQ #1 -Broad senior-level experience leading planning, operations and management processes within a large complex organization and in using data-driven techniques such as predictive analytics, machine learning, and data mining to modernize policies and procedures to support systems or operational transitions.

PTQ #2 -Ability to provide oversight and management of a portfolio of centralized and decentralized projects, build coalitions across diverse groups of stakeholders in multiple organizations, and provide effective advice and assistance to senior management officials.

PTQ #3 -Knowledge of fiscal and operational systems development, policies, and concepts including developing and implementing an organization wide strategy to document, test, and evaluate systems; and developing and implementing plans to address system needs.

Financial Disclosure: This position is covered under the Ethics in Government Act, which requires comprehensive financial disclosures from employees. The appointee will be required to file a Public Financial Disclosure Report (SF-278), within 30 days after his/her appointment, and then annually thereafter.

Qualifications Approval and Probationary Period: Persons newly selected for career appointment to the Senior Executive Service must have their executive core qualifications approved by an Office of Personnel Management Qualifications Review Board and will be required to serve a one-year probationary period.

Mobility: Individuals selected for Senior Executive Service positions may be subject to reassignment across geographical, organizational, and functional lines.

You will be evaluated for this job based on how well you meet the qualifications above.
