This position is locate in the Informal Learning Office, Center for Learning, Literacy and Engagement, Office of the Librarian.

The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area.

The incumbent of this position will work a flextime or compflex work schedule.

This is a non-supervisory, bargaining unit position.

Responsibilities

Plans and develops educational programs/projects which operate in a medium to large state, or a large organization, and involves a diversity of important educational, business, economic, cultural, and social considerations. Serves as the expert on certain program areas, such as family and co-learning programs. Develops and implements outreach efforts such as onsite and online offerings for families. Develops and maintains direct contact and connections with family audiences, nonprofit organizations, the educational community, etc. Recommends new and revised educational programs and initiatives based on implementation experience.

Coordinates educational efforts for programs with significant controversies or difficulties that present barriers to program or project delivery and application, such as diversity of program requirements, lack of precedent, changes in funding, changes in policies, and theme emphases or multiple audiences. Plans, develops, and implements multidisciplinary family programs and educational materials. Assesses program content to develop products in support of learning goals. Assists the Chief of Informal Learning by managing programming for family audiences, including recommending and drafting materials for internal and external communications, developing staff recommendations for programs, and managing volunteers.

Coordinates education matters that are controversial or novel, and often complicated by factors such as changing situations and educational developments. Coordinates activities associated with significant matters such as objectives and contents, instructional methods.

Leads meetings with personnel from other organizations and programs to develop or evaluate complex programs or specific highly technical training based on needs and available resources. Reviews materials to ensure that they adhere to policy and accepted techniques.

Provides guidance and advice concerning program-related or administrative policies and/or management and organizational theories that require considerable adaptation and/or interpretation for application to internal program issues and problems, or where decisions about how to proceed are complicated by conflicting program goals and objectives.

Qualifications

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Ability to develop, manage, implement and provide advice and guidance on educational/training programs/projects.**

Ability to create, administer and evaluate educational products and services.**

Ability to apply new and emerging technologies to the development and delivery of educational/training programs/projects.

Ability to communicate in writing to support educational/training/programs/projects.

Ability to interact collaboratively with others.

Ability to communicate effectively other than in writing.

Education

Basic Requirements:

A. Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position.

or

B. Combination of education and experience -- courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above.

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid the minimum step of the grade.
