Summary

The Program Specialist will support the CBP Watch's mission to provide vital services to CBP through incident and event information reporting and sharing, emergency management planning and response, and through personnel recovery preparation, education, and training. The Continuity Branch applies essential elements of continuity to the identification, prioritization, execution, and resiliency of CBP mission essential functions, necessary for uninterrupted operations during an emergency.

Responsibilities

  • The incumbent serves as a Program Specialist located within U.S. Customs and Border Protection (CBP), Operations Support (OS), CBP Watch, Continuity Branch.
  • This position serves as a Specialist and will provide technical support to the CBP Continuity Risk program. Employees selected for this temporary assignment will perform the following duties, but are not limited to:
  • Assisting in the development of continuity risk analysis to include Resilience, Business Process Analysis, and Business Impact Analysis, as mandated by Federal, Department, and CBP mandates, directives, and policies.
  • Developing CBP Resilience processes and procedures, tools, goals, and training necessary for successful integration of the Federal Mission Resilience Strategy into continuity operations.
  • Participating in resilience assessments of CBP operations and assets to include the development of white papers, presentations, reports, and plans for submission to CBP and DHS leadership.
  • Codifying processes and procedures related to the institutionalization of biennial validation of continuity risk analyses.
  • Supporting CBP's involvement in Component, Department, and Interagency Resilience working groups.

  • Must be a current Department of Homeland Security employee

Qualifications

Qualifications required:
  • Knowledge of Federal Emergency Management and Continuity laws, directives, and guidance. Ability to interpret and implement guidance regarding risk assessments;
  • Extensive communication skills in writing a variety of documents and oral skills to foster collaborative working relationships with other staff and to work proactively to meet goals and objectives;
  • Experience with using evaluation tools to review and assess plans and guidance;
  • Knowledge of or willingness to learn processes and concepts related to completing resilience assessments of government operations and assets (Knowledge of DHS's existing resilience program preferred); and
  • Self-driven and motivated.

    If the position requires a security clearance, employees must have a SECRET or TOP SECRET clearance to placement AND must maintain that level of clearance while performing in the position.

    Selected applicants for a JDA are requested to fulfill the items below during the JDA:
  • Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  • Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
  • Complete 12 hours of professional development using Skillsoft courses, videos, and books in conjunction with the established assignment objectives for the JDA.
  • Attend each of the DHS Joint Duty Program Director's quarterly webinars (1 hour per quarter).
